July 16, 2020 Amendment 1- RFP-047-T-2020 (P) – Behaviorial Health Services – Territory Wide Questions/Answers: ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID PROPOSAL 1. The Section E submission instructions state that the submission should be electronic and sent to ebids_proposals@dpp.vi.gov. However, Under section J (Proposal Contents), Number 7 it says that one original and four copies of the Cost Proposal should be submitted in a separate sealed envelope. The RFP does not state where these should be submitted. Should the cost proposal actually be submitted electronically? If so, should it be a separate file? Or, if a hard copy is required as stated in J.7., where should they be submitted, and can they be hand-delivered? Please respond via electronic submission to the email provided. 2. Also, we understand the intent of this RFP is to procure services for the whole territory. …

Also, we understand the intent of this RFP is to procure services for the whole territory. Would a proposal that only plans to offer services on one island be considered or should subcontractors be identified to provide services on other islands if we are unable to provide services directly on all islands? Response: Yes, a proposal can be made for a specific type of service to be provided on one island only. This RFP is expected to result in multiple awards within each district of the territory
