Mo enlisted man of 'h2 Unitad States Navy vr Marine Corgs on dut in the Virg'n Islands shall, in aany one mongh hereafter, without writ- tea permission trom his comm nding officer in each case. contract debis beyond an amount whiceb he shali be able to conveniently pay on the first . pay day in the following month. ““2 Men reported for failure to pay just dzbts on such pay day shail be sub- ject to trial by court-martial.” Persons extendi g credit to such en- listed . men should uase discretion as to the amount of suza credit so that foe above order may be fully :omphed with. While iavestigation wili be made o repor:s of umrnaidl debt:. so that diser- plinary action may be taken, neverthe- iess the Goverument will rot act as a collestion agency for the recovery of such debts.
