GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES PUBLIC SERVICES COMMISSION IN RE: Docket No. 691 RATE INVESTIGATION FOR THE FRANCHISE Order No. 13/2025 PASSENGER FERRY SERVICES BETWEEN ST. THOMAS AND ST. JOHN [JOINT EXCLUSIVE FRANCHISE OF VARLACK VENTURES AND TRANSPORTATION SERVICES OF ST. JOHN, INC. ee ee ORDER WHEREAS, on November 7, 2024, the Virgin Islands Public Services Commission (hereinafter “PSC” or the “Commission”), in fulfilling its mandate, pursuant to Title 30, Section 20, of the Virgin Islands Code, to conduct rate investigations at least once every five years of regulated utilities, placed the investigation of the St. Thomas-St. John Franchise Passenger Ferry service on its agenda; and WHEREAS, the Commission’s Executive Director, Sandra L. Setorie, reported that the staff had long maintained a list of potential hearing examiners and that the Commission had conducted a Request for Qualifications in 2023 which added two additional candidates to that list; and WHEREAS, pursuant to the authority granted in Title 30, Section 18 of the Virgin Islands Code, the Commission’s staff recommended the appointment of Jed JohnHope as the Hearing Examiner for this Docket; and WHEREAS, upon consideration, discussion and deliberation, the Commission voted to appoint Mr. Jed JohnHope as the Hearing Examiner to preside over the proceedings for Docket 691; : NOWTHEREFORE, the Commission hereby: Appoints Jed JohnHope as the Hearing Examiner in Docket 691.
