As part of Technical Assistance, Weston Solutions, Inc., Removal Support Team 3 (RST 3), currently Superfund Technical Assessment Team V (START V), provided EPA with the necessary field support required to sample the residential wells at the three properties. The water samples collected from the residences were submitted to the assigned laboratory for analysis in order to verify that constituents related to the Site are not present in the water samples. 1.1 Site Location and Description The Site is a 1.5 square mile area located on the eastern end of St. Thomas, USVI within the upper Turpentine Run surface drainage basin in the Anna’s Retreat area. It is bounded by steep slopes and surrounding hills and lies slightly east of the city of Charlotte Amalie. There are two comingled groundwater contamination plumes at the Site. The higher concentration, northern and upgradient plume has a source near the Curriculum Center. The southern and downgradient plume has a source near the O’Henry Dry Cleaners. Chemicals of concern in groundwater are specific chlorinated volatile organic compounds (VOCs). The residential wells that were sampled during this investigation include SMITH well, located in Charlotte Amalie, and STEELE and DELEGARD wells located in Anna’s Retreat area. Refer to Attachment A, Figure 1: Site Location Map and Figure 2: Residential Well Location Map 1.2 Site History and Background The EPA identified several parties as potentially responsible for contributing to the contamination plumes. The largest contributor was a source at the Curriculum Center (former LAGA Building). This building was owned and operated by LAGA Textile Company, a clothing manufacturing plant, from 1969 to 1979 when it changed hands to Panex Co. until 1982. Extensive use of tetrachloroethylene (PCE) occurred at the plant via an industrial size dry cleaning process that utilized PCE as dry cleaning solvent. Since 1982, the building has been used as a library, warehouse, and school offices. The groundwater remedy consists of two groundwater treatment facilities (GWTF). GWTF #1 includes groundwater extraction and treatment by air stripping near the Curriculum Center source and previously also included soil vapor extraction (SVE). GWTF #2 includes groundwater extraction and air stripping at the downgradient end of the Curriculum Center plume just upgradient of the O’Henry plume. 2.0 Scope of Work The scope of work for the sampling event included the collection of water samples from taps/faucets associated with the residential wells. The water samples were submitted to the assigned laboratory for target compound list (TCL) VOCs analysis. In addition RST 3 noted all site activities in the Site log book and performed photographic documentation. The well locations were documented using Global Positioning System (GPS) technology. The water samples were collected from taps/faucets associated with the residential wells. Two water samples, including one field duplicate, were collected from SMITH well, one water sample each was collected from STEELE and DELEGARD wells. During the sampling event, RST 3 observed and noted that all three well and associated pump systems were in good working condition. The well locations were documented with GPS, and all Site activities were documented in the Site log book and with digital photographs. Refer to Attachment A, Figure 2: Residential Well Location Map and Attachment C: Photographic Documentation Log. 5.0 Sampling Methodology All field sampling activities were performed in accordance with EPA’s Environmental Response Team (ERT)/Scientific, Engineering, Response and Analytical Services (SERAS) contractor’s Standard Operating Procedures (SOP) Numbers (Nos.) 2001: General Field Sampling Guidelines and 2007: Groundwater Sampling. All sampling activities were performed by RST 3 under the direction of the EPA OSC. Prior to sampling each residential well water supply system, it was necessary to evacuate the standing water from the well, storage tank, and plumbing. This was accomplished by opening the cold water tap and purging the system for approximately 10 minutes and listening for the pump to turn on. This served as a good indicator that the wellhead, tank, and plumbing are being evacuated. Any aerators, strainers and/or hose attachments present on the taps/faucet were removed prior to purging. Samples were then collected at a low, non-aerating flow rate into three dedicated 40 milliliter (ml) volatile organic analysis (VOA) vials with Teflon- lined septum caps, preserved with hydrochloric acid (HCl) to pH below 2, and stored immediately following collection to maintain a temperature of 4 degrees Celsius (oC). All the water samples were collected for definitive data objective. For quality assurance/quality control (QA/QC) purposes. All sample information were entered into the EPA SCRIBE database from which sample labels and chain of custody (COC) record was generated. All the water samples and trip blank were submitted to the assigned laboratory for TCL VOCs analysis. Tutu Wellfield Site Residential Well Sampling Report August 2019 3 6.0 Laboratory Receiving Samples The following laboratory was utilized for sample analysis during the June 4, 2019 sampling event. Laboratory Name/Location Sample Matrix Analyses Chemtech Consulting Group 284 Sheffield Street Mountainside, NJ 07092 Aqueous Target Compound List Volatile Organic Compounds 7.0 Sample Dispatch On June 5, 2019, RST 3 shipped all four water samples, including one field duplicate (P0001- SMITH-190604-01, P0001-SMITH-190604-02 (field duplicate of P0001-SMITH-190604-01), P0002-STEELE-190604-01, and P0003-DELEGARD-190604-01), and one trip blank (TB- 190604) under COC No. 2-060419-0370-0147-0001 via FedEx Airbill No. 812445459082 to Chemtech Consulting Group located in Mountainside, New Jersey for TCL VOCs analysis. Refer to Attachment D: Chain of Custody Record. 8.0 Analytical Results Summary The validated analytical results of the water samples were compared with the EPA Maximum Contaminant Levels (MCLs) contained the Drinking Water Standards and Health Advisories DWSHA), dated March 2018. Based on the validated analytical results, low level concentrations of methyl tert-butyl ether was detected in three water samples, including the field duplicate (P0001-SMITH-190604-01, P0001-SMITH-190604-02, P0002-STEELE-190604-01). Notably, there is no specified EPA MCL for methyl tert-butyl ether. Low level concentrations cis-1,2- dichloroethene, trichloroethene (TCE), and PCE, were detected in all four water samples, including the field duplicate; however, the concentrations of these compounds were well below their respective EPA MCLs. Based on the validated analytical results, acetone was detected in the trip blank, P0002-STEELE- 190604-01 and P0003-DELEGARD-190604-01. Although there is no specified EPA MCL for acetone, the detected concentrations were low; however, the presence of acetone in the trip blank and field samples may be a result of laboratory contamination. In addition, methylene chloride, ethylbenzene, o-, m-, and p-xylenes, and styrene, were also detected in the trip blank. Although the concentrations of all the detected compound were well below their respective EPA MCLs, the presence of these low level contaminants in the trip blank suggests that the deionized water utilized in preparing the trip blank may have been contaminated. Tutu Wellfield Site Residential Well Sampling Report August 2019 4 9.0 Conclusion On June 4, 2019, EPA and RST 3 completed a residential well sampling event. Two water samples, including one field duplicate, were collected from SMITH well, and one water sample each was collected from STEELE and DELEGARD wells. The water samples were analyzed for TCL VOCs. Analytical results were compared with the EPA MCLs contained in the DWSHA (dated March 2018). Based on the analytical results, low level concentrations of TCL VOCs, including methyl tert-butyl ether, cis-1,2-dichloroethene, TCE, and PCE, were detected; however, the concentrations were well below the EPA MCLs. The Chemtech Consulting Group, Inc. order number is K3230. The laboratory reported No problem(s) with the receipt of these samples. The laboratory reported No problems with analyses of TCL VOCs. The evaluator has commented on the criteria specified under each fraction heading. Within 24 hours of sample collection, these samples were shipped via Fed-Ex under Chain of Custody for the requested analysis to Chemtech Consulting Group, Inc. located at 284 Sheffield Street, Mountainside, New Jersey. The laboratory verified that samples were received intact, properly sealed, and refrigerated. Sample cooler temperatures measured 3 .2 Degrees Celsius (0C). HOLDING TIME: The amount of an analyte in a sample can change with time due to chemical instability, degradation, volatilization, etc. If the specified holding time is exceeded, the data may not be valid. Those analytes detected in the samples whose holding time has been exceeded will be qualified as estimated, "J". The non-detects (sample quantitation limits) will be flagged as estimated, "J", or unusable, "R" if the holding times are grossly exceeded. Qualifications were applied to the samples and analytes as shown below. No problems were found for this criterion. 2. DEUTERATED MONITORING COMPOUNDS (DMC's) All samples are spiked with DMC compounds prior to sample preparation to evaluate overall laboratory performance and efficiency of the analytical technique. If the measured DMC recoveries were outside contract specifications, qualifications were applied to the samples and analytes as shown below. No problems were found for this criterion. ATTACHMENT 1 Page 3 of6 3. MATRIX SPIKE/ MATRIX SPIKE RECOVERY: MS/MSD data is generated to determine the long-term precision and accuracy of the analytical method in various matrices. The MS/MSD data may be used in conjunction with other QC criteria for additional qualification of data. Not applicable. 4. BLANK CONTAMINATION: Quality assurance (QA) blanks, i.e., method, trip, field, or rinse blanks are prepared to identify any contamination which may have been introduced into the samples during sample preparation or field activity. Method blanks measure laboratory contamination. Trip blanks measure cross-contamination of samples during shipment. Field and rinse blanks measure cross-contamination of samples during field operations. Depending on the amount of contamination present in the QA blanks, the analytes are qualified as non- detects, "U". Qualifications were applied to the samples and analytes as shown below. A) Method blank contamination: No problems were found for this criterion. B) Trip or Rinse blank contamination: Methylene chloride, toluene, ethylbenzene, o-xylene, m,p-xylene, and styrene were detected less than contract required quantitation limit (CRQL) and/or 2x CRQL in the trip blank. Since, associated sample results were non-detect, no qualification was required. Acetone was detected above the CRQL but less than 2x CRQL in the trip blank. Detected acetone results less than the 2x CRQL were qualified as non-detect (U) at the CRQL concentration. Non-detected compounds were not qualified. Acetone- P020-STEEL-1906-01 and P028-DELEG-1906-01 D) Storage Blank associated with VOA samples only: The following sample had common contaminant analyte concentrations reported less than 2x CRQL. The associated storage blank (VHBLK0l) had common contaminant analyte acetone concentration less than 2x CRQL. Acetone was previously qualified due to trip blank contamination, no further qualification was required. E) Tentatively Identified Compounds: No problems were found for this criterion. 5. MASS SPECTROMETER TUNING: Tuning and performance criteria are established to ensure adequate mass resolution, proper identification of compounds and to some degree, sufficient instrument sensitivity. These criteria are not sample specific. Instrument performance is determined using ATTACHMENT 1 Page 4 of6 standard materials. Therefore, these criteria should be· met in all circumstances. The tuning standard for volatile organics is Bromofluorobenzene (BFB). If the mass calibration is in error, all associated data will be classified as unusable "R". Qualifications were applied to the samples and analytes as shown below. No problems were found for this criterion. 6. CALIBRATION: Satisfactory instrument calibration is established to ensure that the instrument is capable of producing acceptable quantitative data. An initial calibration demonstrates that the instrument is capable of giving acceptable performance at the beginning of an experimental sequence. The continuing calibration verifications (CCVs) document that the instrument is giving satisfactory daily performance. A) Response Factor GC/MS: The response factor measures the instrument's response to specific chemical compounds. The response factor for the target compound must be 2::: 0.05, and 2::: 0.01 for the poor performers in both the initial and opening continuing calibrations. For closing continuing calibration response factor for all target compounds must be 2::: 0.01. A value < 0.05 for target compounds or < 0.01 for the poor performers indicates a serious detection and quantitation problem (poor sensitivity). Analytes detected in the sample will be qualified as estimated, "J". All non-detects for that compound will be rejected "R". No problems were found for this criterion. B) Percent Relative Standard Deviation (¾RSD) and Percent Difference (¾D): Percent RSD is calculated from the initial calibration and is used to indicate the stability of the specific compound response factor over increasing concentration. Percent D compares I the response factor of the CCV to the mean relative response factor (RRF) from the initial calibration. Percent D is a measure of the instrument's daily performance. Percent RSD and %D must meet criteria listed in Table 2 of SOP HW-34A. A value outside of these limits indicates potential detection and quantitation errors. For these reasons, all positive results are flagged as estimated, "J". Non-detects are flagged "UJ" for %D values outside criteria only. If %RSD exceeds QC criteria, non-detects may be qualified using professional judgement. Qualifications were applied to the samples and analytes as shown below. No problems were found for this criterion. 7. INTERNAL ST AND ARDS PERFORMANCE GC/MS: Internal standards (IS) performance criteria ensure that the GC/MS sensitivity and response are stable during every experimental run. The internal standard area count must be in the range of 60% - 140 % of the associated continuing calibration internal standard from the associated continuing calibration standard. If the area count is greater than 140%, all positive results quantitated using that IS are qualified as estimated "J-", and non-detects are not qualified. If the area count is less than 60% of the associated standard, ATTACHMENT 1 Page 5 of6 all positive results for compounds quantitated with that IS are qualified as estimated "J+" and all non-detects are qualified "R". If an internal standard retention time varies by more than 20 seconds, the reviewer will use professional judgment to determine either partial or total rejection of the data for that sample fraction. Qualifications were applied to the samples and analytes as shown below. No problems were found for this criterion. 8. FIELD DUPLICATES: All VOC results in sample P025-SMITH-1906-0l and its field duplicate P025-SMITH-1906-02 were comparable. 9. COMPOUND IDENTIFICATION: Target compounds are identified on the GC/MS by using the analyte's relative retention time {RRT) and by comparison to the ion spectra obtained from known standards. For the results to be a positive hit, the sample peak must be within a window of 0.06 RRT units of the standard compound and have an ion spectrum which has a ratio of the primary and secondary m/z intensities within 20% of that in the standard compound. For the tentatively identified compounds (TIC) the ion spectra must match accurately. In the cases where there is not an adequate ion spectrum match, the laboratory may have provided false positive identifications. Qualifications were applied to the samples and analytes as shown .below. For all TICs where there was a presumptive evidence of a match as compared to the reference spectra (greater than or equal to [>] 85% match), results were qualified as tentatively identified (JN) with approximated concentrations. TICs identified and reported by the laboratory with a poor match compared to the reference spectra (less than [ <] 85% match) were changed to "Unknown" by the validator and results were qualified as estimated (J) (refer to qualified Form Is). 10. CONTRACT NON-COMPLIANCE: No problems were identified. 11. FIELD DOCUMENTATION: On June 5, 2019 four field samples and one trip blank were submitted to Chemtech for VOC analysis. On June 14, 2019, laboratory requested to provide abbreviated/shortened sample IDs for the four field samples as the current IDs were too long for Chemtech's system to process. Laboratory requested that the sample IDs should be 18 characters or less. Data reviewer contacted Site Project Manager, received the revised chain of custody record with new sample ID numbers and forwarded to the lab.
