I don’t think it fair to the new members tobring up bills that have besn pending during the old Council immediately atter the elec- tion. I move that all bills pending be reintroduced and not start discussion on them where they were left off by the last Council. I don’t believe there is any precedent before on this matter. 2nd Appointed Member (Noll) seconded the ijmember’s motion, and said New members coming in are not familiar with discussions had on a bill: as a matter of courtesy to them all bills pending should be introduced. anew so as to en- able them to form an opinion. The Chairman: Dol understand the motion made by the Honorable 2nd Mem- ber for Christiaasted Town is, that all bills pending during the last Council be introduced? 2nd Appointed Member (Noll): Yes, that all be reintroduced. Ist Member for F[rederiksted Town Coulter: Does that apply to item No. 10 which is under continuation of Ist Dis- cussion? : 2nd Member for Christiansted Town (Canegata) : Mr. Chairman. The new members should be given a chance to discuss the bills in their entirety and not coniine them to paragrarh by par- agraph. | Ist Member for Fr.deriksted Town (Coulter) remarked: Mr. Chairman. I agree with the Honorable 2nd Member for Christiansted Town on items 8 and 9, but item 10 is under continuation of Ist Discussion and there are only two new members in the Council. 4th Appointed Member (Blackwood) : Mr. Chairman. I agree to the reintro- duction of the first two items, we want to be fair to every member: - 2nd Appointed Member (Noll): Mr. Chairman. As regards item 10 the reason is more apparent that it should be reintroduced than any cther, because it reads ‘‘continuation of Ist. Discus- sion’’. 1 wish to state that I have amendments myself w ich I would like to introduce at the proper time, and want to have an opportunity to .do so; there are more reasons for reintroducing item 10 than the other two items. 4th Appointed Member - (Blackwood) remarked: Mr. Chairman. If itis the sense to reintroduce all the bills now pending I bave nn objection. 2nd Member for Christiansted Town
