Notwithstanding any other law, the following sums, or so much thereof as may be necessary, is appropriated from any funds available in the Tourism Advertising Revolving Fund, to Office of the Governor through the Bureau of Economic Research and other tourism and economic studies and activities to conduct traveler exit surveys, to the Virgin Islands Police Department for police operations on St. Thomas.
