ACT NO.59 24 BILL NO. 20-0260 TWENTIETH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 1993 To honor and commend Edward Wilmoth Blyden, IV for . providing over fifty years of dedicated service to the Virgin Islands community and to name the newly constructed Tortola Wharf Marine Terminal, the Edward Wilmoth Blyden ee WHEREAS, Edward Wilmoth Blyden, IV was born June 13, 1924, on the island of St. Thomas to Abraham and Estella Blyden; and WHEREAS, at the age of sixteen years old, the education of Edward Wilmoth Blyden, IV was abruptly cut short in order to help support his siblings upon the death of his father; and . WHEREAS, in 1941, Edward Wilmoth: Blyden, IV began his career with the Immigration and Naturalization Service as a messenger; and WHEREAS, from 1943 to 1945, Edward Wilmoth Blyden, IV served in World War II as a member of the Armed Forces in the United States Army; and WHEREAS, Edward Wilmoth Blyden, IV returned to the Immigration and Naturalization Service in 1946 where he has held the positions of clerk, investigative aide, immigration aide and an examiner, and in 1972 was promoted to the rank of inspector; and WHEREAS, In 1948, through sheer determination, pride and perseverance, Edward Wilmoth Blyden, IV obtained his High School Equivalency Diploma; and WHEREAS, on behalf of the United States Congress, Delegate Ron de Lugo saluted Edward Wilmoth Blyden, IV for his dedicated and exemplary civil service on the occasion of his 50th Anniversary with the Immigration and Naturalization Service; and -2- WHEREAS, Edward Wilmoth Blyden was also honored and commended by the 19th Legislature of the Virgin Islands for fifty years of service with the U.S. Immigration and Naturalization Service; and WHEREAS, the expertise, contributions and distinguished work ethic of Edward Wilmoth Blyden, IV was made a art of history and are duly noted in the annals of Congressional history as recorded in the March 21, 1991 edition of The Congressional Record of the United States Congress; and WHEREAS, Edward Wilmoth Blyden, IV continues to serve the agency, thereby extending his record as the longest serving employee with the Immigration and Naturalization Service, making his total years of service to date, ‘fifty-two years and nine months; and WHEREAS, Edward Wilmoth Blyden, IV has received numerous letters of recognition and public accolades from local and national government officials, including a commendation from the Commissioner of the Department of Justice, Gene McNary, wholeheartedly congratulating him for his achievements and successes with the Immigration and Naturalization Service; and WHEREAS, Edward Wilmoth Blyden, IV, affectionately referred to as "Poppi", is married to Victorine Stout-Blyden and is the proud father of. 21 children; and WHEREAS, the Virgin Islands community is proud of the many outstanding accomplishments and exceptional service provided by Edward Wilmoth Blyden, IV who has risen through the ranks of the Immigration and Naturalization Service and stands as an excellent role model for all young Virgin Islands to emulate; Now Therefore, BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. The Legislature of the Virgin Islands, on behalf ‘of the people of the Virgin Islands, hereby honors and commends Edward Wilmoth Blyden, IV for providing over fifty years of dedicated service to the Virgin Islands community. SECTION 2. The newly constructed Tortola Wharf Marine Terminal shall be named "The Edward Wilmoth Blyden, Iv Marine Terminal", in honor of the accomplishments of Edward Wilmoth Blyden, IV. SECTION 3. The Virgin Islands Port Authority shall cause to be prepared suitable signs bearing the inscription "The Edward Wilmoth Blyden, IV Marine Terminal", which shall be conspicuously affixed in permanent positions at the Center. -3- SECTION 4. A perma plague cop PY of this Act shall be prepared and presented to Edward Wilmoth Blyden, IV by the President of the Legislature or his designee, at an appropriate ceremony held to mark the occasion. Thus passed by the Legislature of the Virgin Islands on December 9, 1993.
