BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A Proclamati rociamation. HEREAS, an act of Congress, en- titled the ‘‘Merchant Marine Act us 1920°’, approved June 5, 1921, con- tains the follewing provisions: “Sec. 21. That from and after Febru- ary 1, 1922, the coastwise laws of the Urited States shall extend to the is- land Territories and possessions of the United States rot row covered there- by, and the board iz directed prior to the exviration of such year to have established adequate steamship service atireasonahle rates to accommodate the commerce and the passenger travel of said islands and to m:intain and oper- ate such service until it can be taken over and operated and maintained upon satisfactory i2:rms by private capital and enterprises: Provided, That if adequate shipping service is not established by Feoruary 1, 1522, the President shall extend the period herzsin allowed for the establishment of such service in the case of any is- land Territory or possession for such time as may be necessary for the es- tablishmentnf adequate shipping facili- ties therefor: Provided further, That until Congress shall have authorized the registry as vessels of the United States of vessels owned in the Philip- pine Islands, the Government of the Philippine Islands is hereby authorized to adopt, from time te time, and en- force regulations govarning tha trans- portation of wmerchandise and passen- gers bhetween ports or places in the Philippine Archipelago: And provided further, That the foregoing provisions of this section shall nit take effect with rcference to the Philippine Is- lands until the President of the United States after a full investigation of tha jocal peeds and conditions shall, by Proclamation, declare that an ade- quate shipping servic2 has been estab- lished as herein provided and fix a date for the going into effect of the same,’’ AND WHEREAS, an adequate ship- pirg service to accommondate the com- merce and passenger travel of the Virgin Islands has not yet been estabiished as provided by Section 21 of the ‘*Merchant Matine Act of 1920’: NOW THEREFOKE, I, Warren G. Harding, President of the United States of America, acting under and by virtue of the authority conferred on me by Sec- tion 2- of said act of Congress, having issued a proclamation on:. February 1, 1922, declaring that the period for the establishment of adequate shipping ser- vice of the aforesaid Viigin Islands be extended from Fe¢ruar 1, 1922 to May 1, 1922, and that the extension cf the coast- wise laws of the United States to the aforesaid Virgin Islands be deferred from February 1, 1922 to May 1, 1922: and having issued a second prociamation on May 18, 1922, declaring that the period for the establishment of adequate shipping service of the aforesaid Virgin Islands be extended from May 1, 1922 to November 1, 1922, and that the exten- sion of the coastwise laws of the United States to the aforesaid Virgin Islands be deferred from NMay 1, 1922 to Novem- ber 1, 1922, do lLeicuy declare and proclaim that the period for the estab- lishment of adequate shipping service of the aforesaid Virgin Islands be further extended from November Ist 1922 to November 1, 1923. AND INASMUCH as the extension of the coastwise laws of the United States to the atoresaid Virgin Isiands, as pro- vided in Section 21 of the aforesaid act, is dependent upon the establishment of an adequate shipping service to such island possession, I do hereby further proclaim and declare that the extension
