All properties used exclusively for re- ligious, charitable or educational pur- poses are excempt from payment of tax- es. ; The taxes for the year 1916 to 1919, both included, assesed or collected’on such properties as in._section 1 mention- ed remitted and, if collected, shall be refunded the respective owners from the, funds of = the -St. ‘Croix Colonial Treasury. Item 3. 42 ; Colonial Couneil Bill No. 28. ~Additional Money Bill to the Budget for the Munigipality of St. Croix, for the fiseal year ending June 30, 1920, introduced by 4th Appointed Mem- ber (Blackwood), granting Fres. - .8000 to the Gelonial ‘Council and Mu- nicipal Committee for maintenance. 4th Appointed Member (Blackwood) introduced the Money Bill and said, Mr. Chairman. The object of this Draft of Additional Money. Bill is to cover ex- penses incurred for paper and other ne- cessaries for printing the new Code of Laws an to cover traveling expenses incurred by members appointed by the Colonial Council to report on these laws. I recommend the Money Bill-to the favora- ble consideration of the Council and hope that members will pass'it today if pes- sible.’ The amount ecalied for in the Money Bill is Fres. 5000. Discussion. 4th Appointed Member (Blackwood) pr((i)poqed that 2nd Discussion come on today.- 3 2nd Member for Frederiksted Country District (M. M. Skeoch) seconded the member’s proposal. The Chairman put the proposal to the vote with the result- that 10 members voted for; none against. 2nd Discussion opened. 4th. Appointed Member (Blackwood) remarked: Mr. Chairman. Hon. Mem- bers have -heard' the explanation given as regards this ‘Money Bill, and there- fore have seen the ‘necessity of passing the bill today. Colonial Council Bill No. 29. * Introduction of and Ist Discussion on Draft of an Ordinance, introduced by Government, establishing and de- claring the organization of the Judi- ciary and Educational Departm nts of the Virgin Islands of the United States, etc. .The Despatching Secretary moved that this mgtter bhe postponed until the afternoon session owing to the absence of the Governor. The proposal was adopted. .The Chairman remarked: I Have re- céivel from the Despatching Secretary a letter which has been forwarded to Government in regard to the increase of the telephone rate. The Government -has seen fit to lay this matter before the Council (The Chairman read the letter) and continuining said, since then the rate of exchange has dropped, ti.erefore if the Council takes action on this matter it should be based on cur- rent -rate of exchange instead of the -stipulated rate of exchange. Tha Secretary of the Navy in a mes- sage to the Naval Service called atten- tion to the fact that Sunday, May 9th will be observed as Mothers’ Day by some distinct - act of kindness to thr re- membrance of mothers. - He adds it will be appropriate particularly for every one in the Navy whose mother’ is still living to be with her .op that day or writea letter, and concludes with the statement “‘we should, all take advantage of this opportupity to pay a tribute to the moth- ers ofAmerica whose sons are engaged in the honorable service of their coun- try.” Gr vernor Oman has accepted Mr. Val- demar A. Navy of the St. Thomas tennis club defeated MaJo% William M. Small U. S. Marine Corps of the St. Croix ten- nis club in the championship yesterday. The Bcores were 6-2, 5-7, 3-6, 6-4, ¢-2. The championship doubles will be played this afternoon between Major Small and Mr. Barry Armstrong of St. Croix and Lieutenant Charles Lane, (M. C.) U. S. Navy and Ensign Newell, U, S, N. of St. Thomas.
