Project 260110. Dear Director Krigger, Cocosol International Inc. (CocoSol) is pleased to notify the Virgin Islands State Historic Preservation Office (VISHPO) that we have been retained to perform a Phase I A&B Archaeological Survey (Survey) for approximately five acres of land located on Parcel N-1-Remainder in Estate Nazareth, Red Hook Quarter, St. Thomas, USVI (Figure 1). Assumptions CocoSol understands that the owner proposes to construct a new soccer field, which will include earth change activities. Regulatory Framework Because of the earth change activities required to develop this project, the project is required to comply with Title 29, Chapter 17, Section 959, of the Virgin Islands Code, also known as the Virgin Islands Antiquities and Cultural Properties Act. Scope of Work Task 1 - Literature and Records Search A Phase I (A&B) Cultural Resources Survey (Survey) includes a literature/records search and an on-site systematic field survey. Previously recorded archaeological sites, both colonial and precolonial in the immediate vicinity of the subject property, as listed on the National Register of Historic Places (NRHP) or the Virgin Islands Registry of Historic Buildings, Sites, and Places (VI Registry) will be identified. Task 2 – Field Survey The approximately five-acre area will be shovel tested at 20-meter interval. Disturbed and/or eroded areas, if any, will be tested at the discretion of the archaeologist. The shovel tests will measure approximately 30 centimeters in diameter and will be excavated to depths no longer considered to have the potential for containing non-random artifact bearing matrices. The excavated soil will be screened through ¼ inch mesh to aid in artifact recovery. Artifacts recovered will be bagged and the bag labeled with the specific test provenance and will be recorded on project maps and documents. Documentation of existing site conditions will include a sketch plan of the above ground constructed features and photographs, and as necessary, select measured drawings will be made of potentially significant constructed features. Task 3 - Laboratory Analyses Artifacts recovered during this Survey will be treated and analyzed in a manner consistent with current practices for archaeological studies for the region. Artifacts recovered will be washed and air-dried. Once dry, the artifacts will be sorted into broad artifact classes e.g., ceramics, glass metal) then labeled and re-bagged. January 16,2026 Classification of materials will proceed within a comparative framework. Existing classificatory systems will be used to classify artifacts. In cases where artifact types cannot be assigned, auto-descriptive taxa will be used. Task 4 - Reporting The report for this Survey will be prepared for review and comment, first by our client and then by the VISHPO. The report will be illustrated with maps, line drawings and photographs as necessary. If VISHPO have comments that require changes to the text, CocoSol will address those comments; make appropriate revisions, and issue revision pages or a revised report if required. Task 7 - Curation At the conclusion of the project, the artifacts collected, and records generated during this work will be prepared for curation and delivered to the VISHPO for their permanent curation. Schedule CocoSol will begin work during the last week of January 2026 We estimate that Tasks 1, 2, 3 and 4 will require two weeks of effort followed by two weeks of report preparation activities, we will submit our report to our client within six weeks of project inception, following our client’s review and their authorization, we will submit the report to VISHPO for review and comment.
