Parties remaining n arrears for this tax after August 10, 1924, will be subject to a fine of Ires. 1.00 if the tax be under Fres. 25.00 and Fres. 2.00 if the tax b~ Fres. 25.00 or over, besides the ocdinary levy ¢ Xpenses., the tax-lists will be distributed by the Police and are to be correet- ly filled out in conformity with Or- dinance of February 22, 1853 and returned to the resp-ctive Police Offices within 48 hours i1 the towns and 4 days in the country districts. Introduciion -of and 1-i discussion or Colomal Couacil Bl No. 29, Or- dinance authorizing the Governor of the Virgin Islands to transfer, on July 1, 1924, the sumn of Franes 112,500 trom the Reserve tund of St. Croix 40 be utihized for general governmental expenditure. The bill reads as foilows: Colonial Council Bl No 29. Fourth Council, First Session, 1923-1924. DRAFT OF AN ORDINANCE. Be it enacted by th> Colonial Conneil of the Munieipality of Suint Crowe in session assembled: That the Governor of the Virgin Islands be and he is hereby autho- rized to transier, on July 1, 1924, the sum of Francs 112,700 from the Reserve Fund of the Munici- pali‘y of St. troix to the Colonmul Tre ury thereof, said sum to form a part of and be utihzed for gen- eral governmental exp-nditure dur- ing the fiscal year 1925, Proposad by Government. Christiausted, 17th June, 1924, Government Secretary (Zaine) in intro- ducing the ordanance said, Mr. Chanr- man: At the time the ordinance under discussion was requested introduced it apoeared that the deficit between the es- timated revenues and estimated expen- ditures would require in some way financ- ing an additiona: $22,500 in order to bai- ance them. T'nis was before the muaici- pal Committee had undertaken its work in connection with the budzet estimates, Since that time (Government has re¢-ived tne recommendations of the Municipal Committee and itis found that certain reductions have been made in the expen- ditures and the result of this 1s that as the estimated deusi now stands, instead | of there being required $22,500 obe | found elsewhere, there is required only i 314,000 in round figures. At the proper . time then, Governmet would like to in- . troduce an amendment to decrease the ’ amount recommended to be transferred from the Reserve Fund from $22,500 to ' $14,000. Government Szeretary (Zane) replying to the ast speaker said: Most certainly Governmert has not chaneged its policy and its sincere desire to work in harmony with the vuaicip:} Ormmittee.
