Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 2 •HR 3726 EH SECTION 1. SHORT TITLE. 1 This Act may be cited as the ‘‘Castle Nugent Na- 2 tional Historic Site Establishment Act of 2010’’. 3 SEC. 2. DEFINITIONS. 4 In this Act: 5 (1) HISTORIC SITE.—The term ‘‘historic site’’ 6 means the Castle Nugent National Historic Site es- 7 tablished in section 3. 8 (2) SECRETARY.—The term ‘‘Secretary’’ means 9 the Secretary of the Interior. 10 SEC. 3. CASTLE NUGENT NATIONAL HISTORIC SITE. 11 (a) ESTABLISHMENT.—There is established as a unit 12 of the National Park System the Castle Nugent National 13 Historic Site on the Island of St. Croix, U.S. Virgin Is- 14 lands, in order to preserve, protect, and interpret, for the 15 benefit of present and future generations, a Caribbean cul- 16 tural landscape that spans more than 300 years of agricul- 17 tural use, significant archeological resources, mangrove 18 forests, endangered sea turtle nesting beaches, an exten- 19 sive barrier coral reef system, and other outstanding nat- 20 ural features. 21 (b) BOUNDARIES.—The historic site consists of the 22 approximately 2,900 acres of land extending from Lowrys 23 Hill and Laprey Valley to the Caribbean Sea and from 24 Manchenil Bay to Great Pond, along with associated sub- 25 merged lands to the three-mile territorial limit, as gen- 26 3 •HR 3726 EH erally depicted on the map titled ‘‘Castle Nugent National 1 Historic Site Proposed Boundary Map’’, numbered T22/ 2 100,447, and dated October 2009. 3 (c) MAP AVAILABILITY.—The map referred to in sub- 4 section (b) shall be on file and available for public inspec- 5 tion in the appropriate offices of the National Park Serv- 6 ice, Department of the Interior. 7 (d) ACQUISITION OF LAND.— 8 (1) IN GENERAL.—Except as provided in para- 9 graph (2), the Secretary is authorized to acquire 10 lands and interests in lands within the boundaries of 11 the historic site by donation, purchase with donated 12 or appropriated funds, or exchange. 13 (2) U.S. VIRGIN ISLAND LANDS.—The Sec- 14 retary is authorized to acquire lands and interests in 15 lands owned by the U.S. Virgin Islands or any polit- 16 ical subdivision thereof only by donation or ex- 17 change. 18 SEC. 4. ADMINISTRATION. 19 (a) IN GENERAL.—The Secretary shall administer 20 the historic site in accordance with this Act and with laws 21 generally applicable to units of the National Park System, 22 including— 23 (1) the National Park Service Organic Act (39 24 Stat. 535; 16 U.S.C. 1 et seq.); and 25 4 •HR 3726 EH (2) the Act of August 21, 1935 (49 Stat. 666; 1 16 U.S.C. 461 et seq.). 2 (b) SHARED RESOURCES.—To the greatest extent 3 practicable, the Secretary shall use the resources of other 4 sites administered by the National Park Service on the 5 Island of St. Croix to administer the historic site. 6 (c) CONTINUED USE.—In order to maintain an im- 7 portant feature of the cultural landscape of the historic 8 site, the Secretary may lease to the University of the Vir- 9 gin Islands certain lands within the boundary of the his- 10 toric site for the purpose of continuing the university’s op- 11 eration breeding Senepol cattle, a breed developed on St. 12 Croix. A lease under this subsection shall contain such 13 terms and conditions as the Secretary considers appro- 14 priate, including those necessary to protect the values of 15 the historic site. 16 (d) MANAGEMENT PLAN.—Not later than three years 17 after funds are made available for this subsection, the Sec- 18 retary shall prepare a general management plan for the 19 historic site. 20 Passed the House of Representatives January 27, 2010.
