Lausanne, Nov. 30th. —After verbally protesting today to the representives of the Entente countries against the deci- sion to keep Russia out of the Near East conference, except with respect to the Dardanelles, M. Rakovsky asked the conference, not to begin the nego- tiations on the Straits tomorrow, as ar- ranged. M. Tchitcherin, Russia’s chief delegate, will not arrive here before tomorrow night, and M. Rakovsky re- quested postponement until Monday, of the Straits question, mainly because he wants the Soviet Foreizgn Minister to be present, He informed Liord Curzon, M. Barrere and the Marquis Di’Garoni that Russia was nat content withithe Allies’ decision to keep hev trom participation in all deliberations of the cornference. The official reply to the Russian petition contended that the iuviiad u originally extended to Russia, clearly explains that Russia was bidden to Lausanne onaly for the Straits negotiations, and that therefore there was no possible basis for a misunderstanding. On the diff rent aspects of this question, the Rassian del- egates would be given every opportuni- ty to make known their views. The former Grecian Premier M. Venizelos, who is continuing his official conference activities without his position being af- fected by the Grecian executicons, attend- ed the meeting of the sub-commission on the Ottoman debts this afternoon. With- out mincing words, he toid the delegates that Greece was ruined and could not pay a farthing of the Turkish liabilities. The conference had been planning to appor tion the debt between Turkey and her former possessions, and M Venizelos was endeavoring to make it clear that .Greece could not shoulder any debt for Western Thrace “*We mieht have taken our share of this debt after the treaty of Sevres was signed’’, he said, '‘but the Asia Minor campaign has made us bank- rupt.”’ Athens, Nov. 30th.—Inquiry into re- sponsibility for the Anatolian disasler continues and the arrest of General Papculas and other officials was due to new evidence said to have been found. The e¢c mmission of inquiry has forwardcd the report of its investigations into the actions of Prince Andrew during the campaign, to the revolutionary cor - mittee, which, in conjantion wita tle Greek Govt., will make arrangements for his trial. The following official state- ment was issued today: ‘‘General Doits- mania, former chief of the General Staff and General Valettas, former Chief of Staff in Asia Minor, have been arrested and a warrant has been issued for the asrest of General Papoulas, former Com- mander-in-Chief of the army in Asia Minor. The uwial of Prince Andrew, brother of Ex King Constantine, who commanded an army corps at the time of the Sakaria operations, begins next week. Rome, Dec. Ist.—The Vatiecan is to make a direct protest to the Greek Govt. against the execution of the former Greek Ministers. Pope Pius has ordered the Papal Nuncio at Berne to make repre- sentations to M Venizelos of the Greek delegation at l.ausanne, against further execution of former public officials ia Greece. London, Nov. 30th.—An Exchange Telegraph despatea fro»m Rome says Premier Mussolini ioforped the Italian Cabinet today that he planned to pro- test to the Greek (Government against the wholesale executions of former pub- lic men. His protest would be on pure- ly humanitarian grounds. : Washinzton, Dec.
