Vera Cruz, May 17th —Mexican revo- lutionary forces are pursuing President Carranza and the troops which fled with him from the battlefield near San Marco on Friday. Govt. troops num- nering 35,000 were ecaptured by the revolutionists following the escape of Carranza. Genl. . Torres., who was wounded in the fighting on Muay 13th and was brought to this city, is dead. London, May 17th. - Russian DBolshe- vik Forces are striking back at the Po- lish and Ukrainian troops which captur- ed Kiev about ten days ago. An officiai statement said the Scviet 'roops had startedd an advance and were engaged about ten miles northeast or Kiev. St. Johns, N. F., May 17th.- -The Duke of Devonshire will visit New Foundland for two weeks early in July. He will be acco.ipanied by the Duchess. London, May 17th.—-J.ord Hugh Cecil, in a letter to the London Times, suggests that the Govt. should set up a constituent assembly in Jreland for the purpose of devising and formulating a Bill for the better Govt. of Ireland This Assembly would be elected by rhe whole of Ireland on the principles of proportional repre- sentation. The Assembly should be allowed to present any plan it pleased, ineluding one for making Ireland an Independent Republic. In the meantime, the Writer suggests, the Irish Govt. shouli not wadte time in measures against sedition or treasonable language, whether written or spoken, or against any demonstration which fell short of violence. Lord Hugh does not anticipate that the Assembly would at once present a Bill which Parliament would be able to accept, but suggests that the Assembly be kept ir being until some plan accept- able to Great Britain was evolved.
