April 6th.—Further des- patches regarding the French occupation give details of the provisions for the maintenance of publicorder. Frankfort, Darmstadt, Offenbach, Hochstadt, Konig- stein and Deiburg, as well as the towns and districts within the cireles of Lan- gen-Schwalbach and Weisbades, with the exception of Biebrich, are declared to be under a state of siege. The German authorities and the public services wiil coniinue to execute their functions un- der French military officials, and strikes will not be tolerated. More than five persons must not collect in the streets, or in private or public meetings, with- out authorization. Newspapers have been temporarily suspended and per- mission must be given to resume their issue. Telephone, telegraph and postal censorship has been temporarily estab- lishedy while wireless installations must be dismantled and the use of carrier pigeons is forbidded. All arms and Zrenades must be deposited in the city halls within six hours after the posting of the proclamation, but the regular police will be allowed to retain ' their sabres and revolvers. Any infraction of these rules will result in a court martial. The General commanding the army of the Rhine in his proclamation concludes by saying that he counts on the public powers and the population to under- stand the necessity of the above meas- ures and hopes that repression will not he necessary.
