Joseph Stadium Project Dear Director Williams-Octalien, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at an oversight hearing scheduled for Friday, February 20, 2026, at 1:00 PM, at the Frits E. Lawaetz Legislative Chamber on St. Croix. This hearing will assess the current fiscal, administrative, and construction status of the Paul E. Joseph Stadium Project. With the December 2025 completion target now past, the Committee is conducting a follow- up review to determine the reasons behind the delay, evaluate remaining work, and identify any ongoing funding or compliance challenges. Joseph Stadium Project Dear Director Williams-Octalien, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at an oversight hearing scheduled for Friday, February 20, 2026, at 1:00 PM, at the Frits E. Lawaetz Legislative Chamber on St. Croix. This hearing will assess the current fiscal, administrative, and construction status of the Paul E. Joseph Stadium Project. Your testimony is requested to address the following: • Current status of ODR-supported funding and disbursements for the stadium project • Any outstanding federal or local compliance issues impacting fund usage • Explanations for delays in ODR-supported components or reimbursements • Coordination efforts with agencies such as DPW, DPP, and DSPR • Any remaining risks, funding gaps, or steps needed to bring the project to full completion We kindly request that you submit written testimony and any supporting documentation no later than Wednesday, February 18, 2026, to ensure inclusion in the official hearing record.
