(collectively Defendants) to the Department of Public Works for the design and construction of a nursing home on St. Croix and a nursing home on St. Thomas PROPOSED BY: Senator Dwayne M. DeGraff WHEREAS, on November 30, 2022 the former Attorney General of the Virgin Islands, 1 executed a settlement agreement on behalf of the Government of the Virgin Islands and the 2 Estate of Jeffrey E. Epstein; Darren K. Indyke, in his individual capacity and in his capacity as 3 the Co-Executor for the Estate of Jeffery E. Epstein and Administrator of The 1953 Trust; 4 Richard D. Kahn, in his individual capacity and in his capacity as Co-Executor of the Estate of 5 Jeffery E. Epstein and Administrator of The 1953 Trust; The 1953 Trust; Plan D, LLC; Great 6 St. Jim, LLC; Nautilus, Inc.; Hyperion Air, LLC; Poplar, Inc.; Southern Trust Company, Inc.; 7 Maple, Inc.; and Laurel, Inc. (collectively Defendants); 8 WHEREAS, the settlement agreement included a $105,000,000 cash payment from 9 defendants to the Government of the Virgin Islands; 10 2 WHEREAS, to date, most of the mandates of the settlement agreement have been met, 1 and there remains not less than $20,000,000 in unencumbered funds; and 2 WHEREAS, the Virgin Islands is in dire need of housing for the elderly; Now Therefore, 3 Be it enacted by the Legislature of the Virgin Islands: 4 SECTION 1. (a) The sum of $20,000,000 is appropriated in the fiscal year ending 5 September 30, 2025 from the settlement agreement between the Government of the Virgin 6 Islands and the Estate of Jeffrey E. Epstein; Darren K. Indyke, in his individual capacity and in 7 his capacity as the Co-Executor for the Estate of Jeffery E. Epstein and Administrator of The 8 1953 Trust; Richard D. Kahn, in his individual capacity and in his capacity as Co-Executor of 9 the Estate of Jeffery E. Epstein and Administrator of The 1953 Trust; The 1953 Trust; Plan D, 10 LLC; Great St.. Jim, LLC; Nautilus, Inc.; Hyperion Air, LLC; Poplar, Inc.; Southern Trust 11 Company, Inc.; Maple, Inc.; and Laurel, Inc. to the Department of Public Works to be used as 12 follows: 13 (1) $10,000,000 for the design and construction of a nursing home on the island 14 of St. Croix; and 15 (2) $10,000,000 for the design and construction of a nursing home on the island 16 of St. Thomas. 17 (b) The funds appropriated in subsection (a) remain available until expended. 18 BILL SUMMARY 19 This bill appropriates the sum of $20,000,000 in the fiscal year ending September 30, 20 2025, from the settlement agreement between the Government of the Virgin Islands and the 21 Estate of Jeffrey E. Epstein to the Department of Public Works for the design and construction 22 of two nursing homes; one on St. Croix and one on St. Thomas. 23 BR25-0237/March 26, 2025/AA 24
