JOHN UNITED STATES OF AMERICA, ) ) CIVIL NO. 3:08-CV-00158 Plaintiff, ) v. ) ) THE TERRITORY OF THE VIRGIN ISLANDS ) and THE VIRGIN ISLANDS POLICE ) DEPARTMENT, ) ) Defendants. ) __________________________________________) VIPD’S FEBRUARY 2025 STATUS REPORT COME NOW the Virgin Islands Police Department and Territory of the Virgin Islands (collectively, “VIPD”), by and through the undersigned counsel, and hereby submit the February 2025 Status Report as ordered by the Court. On January 23, 2025, former Acting Commissioner Mario Brooks was officially sworn in as Commissioner of the VIPD. On January 29, 2025, three (3) of the eleven (11) pending Level 1 Use of Force Investigations were presented to the FRB. Two days later, on January 31, 2025, an additional two Level 1 UOF were presented to the FRB and all are awaiting the final FRB Report. Once completed, the final FRB report will then be forwarded for review and approval by the Police Commissioner. …
