S. ““Gulfport’’ arrived here yesterday afterncon from St. Thomas. A load of cattle was taken aboard the “Vigilant”’ yesterday for export to Por- tc Rico. The usual commotion in evi- dence on these occasions, and ecaused through the stanmpeding of the refrac- tory animals, kept the quarter around the wharf practically in a state of alarm. every now and again there being a yell- ing and rushing bout of a erowd which had assembled to gaze at what ought now to be an ordinary sight; a few bulls being weighed, and kicking and pran- cing as they are carried to the boat. As these gatherings are largely made up of children who are exposed to danger dur- ing the mad rushes, it is suggested that the police gei a wink of this idle prae- tice which not alone is an annovance to those engaged in the work of handling the cattle, but is giving rise to publie disorder and coniusion. farly vesterlay evening a fire of un- known origin destroyed asmall untenanted wecden house on No. 23 a. b. The absence of fire hooks was however re- markable, it being only when the fire had almost burnt itself out, when opa was brought on the scene. S. “Vixen’’ sailed from St. Thomas §for Frederiksted at 8 o’clock this fmorning with Governor Oman aboard. Lieut. Colonel Babb, Adjutant and Inspector’s Department, U. S. The Avis of yesterday called attention to damage done to the public benches on the whart and surrcunding grounds by persons who manifest depreciation of the accomodation afforded the community by such seats which have furthermore been installed through popular subserip- tion and oyght to be protected Please let it be a‘éded that besides the gross behavior alluded to, there is the frequent violation of paragraph 3of chapter lof the Police Regulations forbidding per- sons wearing clothes that soil by contact to walk or tarry on public sidewalks, or to make USE OF BENCHES PLACEN ON PUBLIC ROADSIDES, OR PUBLIC GROUNDS. It is a eommon sight to see people whose clothing look as though it had been stored in a coal barrel and, in some instances, smelling like the fish- market itself, composedly monopolize the seats on the water-frent, both by day and in the evenings. Possibly these people haven’t got the common ' sense to reason out that such action is a breach of the law, and civilians will be exposed to insult i¥ they attempt to correct the situation. it is therefore brought to the notice of those concerned. —Communacated. TELEGRAMS | ST. CROIX STATION. London, Sept. Bth.—The evacuation of Archangel by the British expeditionary forces is in progress, it is officially an- nounced here today. London, Sept. Bth. Admiral Kolchak, head of the All-Rnssian Forces, began a counter-offensive against the Bolshe- viks on September Ist, says an official message from Omsk. The Bolsheviks are on the retreat the despatrh announces and fierce fighting is in progress in the region of Yoleot Province and Koolgad (a line along the Tohol river about 300 miles west of Omak), a Bolsheviki wireless despatch from Moscow asserts that Ad- miral Kolebhak has avpplied to Japan for help offering as compensation the Rus- sian portion of the island of Saghalien and the Ussuri ‘region, Berlin, Sept. Bth. 400,000 German workers have volunteered for the work of restoring Northern France, according to ‘‘Vorwaerts.’’ Lendon, Sept. Bth-—The North Sea will be cleared of mines before «he rough Autumn weather forces the mine- sweepers to lquit work, according to a statement made today by a Naval Author- ity. The completion of the work this year had not been expected a monthk ago but the mine-sweepers had far out- stripped expectations. Beginnings with an averzge destruction of 20 daily they now are blowing up between 1,000 and 1,200. ‘‘Cleared’”’ means, the officer as- serted, as far as it is reasonable to ex- pect sweepers to do the work. Un- doubtedly many mines will be missed and navy men expect to hear of ships striking isolated mines for some time. Toronto, Sept. Bth- The Supreme Coun- cii of the peace conference today in- formad Roumania that she must sign the Peace Treaty, with Austria without reservation, or abstaiu altogether from signing. The Roumanian. objection to the Austrian Peace Treaty, it has been stated, lies in the clause guaranteeing proiection <to minority nationalities in the territories detached from the form- er Austrian Empire. Serbia likewise objects to this clause. New York, Sept.
