YEAR IN REVIEW 2021 DPW ON THE MOVE Since the start of 2021, DPW has been on the move. We have completed several federal and local road projects across the Territory. They include the completion of roads from Act 8454, the Mafolie Retaining Wall Project, Garden Street Paving Project, Sion Valley Road, Hess Road - Sunny Isle Intersection, Eastern Cemetery Road, Scenic Road, and a segment of Centerline Line Road in Estate Adrian on St. John. We recently cut the ribbon for our Main Street Revitalization Project and the Veteran’s Drive Project, giving downtown Charlotte Amalie a much-needed facelift. DPW’s CIP and Engineering Divisions have overcome staffing shortages to manage over $85 million worth of disaster recovery projects for most of our sister agencies and departments. We have accomplished a great deal over the past twelve months, but I am extremely excited about what we have in the pipeline. YEAR IN REVIEW 2021 DPW ON THE MOVE Since the start of 2021, DPW has been on the move. We have completed several federal and local road projects across the Territory. They include the completion of roads from Act 8454, the Mafolie Retaining Wall Project, Garden Street Paving Project, Sion Valley Road, Hess Road - Sunny Isle Intersection, Eastern Cemetery Road, Scenic Road, and a segment of Centerline Line Road in Estate Adrian on St. John. FROM THE COMMISSIONER Everyone here should be truly proud of this achievement." " The Veterans Drive Improvement Project on St. Thomas, U.S. Virgin Islands, has been on the books for over 30 years. The Department of Public Works identified five main goals which guided the measures to improve Veterans Drive: The Department used these goals to identify the most efficient solution to address the transportation needs of downtown Charlotte Amalie. Eastern Federal Lands Highway Division awarded this project to American Bridge. The scope included the construction of a new seawall, roadway widening, promenade construction, drainage improvements, historic styled pedestrian and street lighting, signalization, signage and landscaping. Now substantially completed, phase 1 of the Veterans Drive Improvement Project increased the number of lanes on the scenic roadway, along the Charlotte Amalie Harbor, from two to four. It also included the addition of palm- lined, grassy medians, and a promenade for all to enjoy. Work crews spent roughly three and a half years constructing this transformative roadway. The Groundbreaking Ceremony was held in May 2018, and the Ribbon Cutting ceremony was held in December 2021. COMPLETED PROJECTS VETERANS DRIVE ~ Commissioner Derek Gabriel 1. Alleviate existing traffic congestion 2. Provide additional roadway capacity 3. Improve safety for motorists and pedestrians 4. Enhance the aesthetics of the waterfront 5. Enhance cultural and historical features. MAIN STREET This $15.3 million project has been a long time in the making." " Main Street, St. Thomas, has always been a hub of the community. To help keep that bustling spirit alive, the Department of Public Works and contracted architectural teams intentionally designed wider sidewalks for more foot traffic, as well as seating and lighting enhancements to make the area appealing for all. The project initially began in January 2016. Although it faced many challenges, including the impact of the 2017 hurricanes Irma and Maria, the COVID-19 pandemic, and the ability to procure materials in a timely manner, all stakeholders pushed through to ensure completion. The scope of this project included sewer line replacement, waterline relocation, telecommunication relocation, blue-bit sidewalk construction, Eurocobble street pavers, historic style street lighting and signage A ribbon cutting ceremony was held in May 2021. COMPLETED PROJECTS ~ Commissioner Derek Gabriel ST. JOHN BATTERY CROWN BAY DRAINAGE BENNER HILL GUARDRAIL PROJECT DPW provided project and construction management on behalf of the Governor’s Office for the historical restoration of the Battery. This $2 million restoration required significant attention to historical detail and structural repairs. This project is complete and a ribbon cutting ceremony was held in November 2021. Work on this project commenced in March 2018 and was completed in March 2021. The improvements for this project include minor concrete structures, median improvements, landscaping, signage, installation of video detection systems, traffic system installation, permanent pavement markings, ADA compliant sidewalks, as well as road reconstruction and rehabilitation. The Benner Hill Guardrail Project is located above the National Guard Armory in Estate Nazareth. Approximately 1,384 feet of guardrail was installed to ensure the public’s safety while traveling the inclined and curvaceous roadway. This project was completed in August 2021. CHRISTIANSTED BOARDWALK The Engineering division supervised repairs to the Christiansted Boardwalk, which was severely damaged by the 2017 hurricanes. The damaged joists, broken guardrail and collapsed Trex decking were all replaced, restoring the boardwalk to its original condition. The boardwalk is now safe for public use. COMPLETEDPROJECTS EASTERN CEMETERY ROADWAY PHASE 2 The Eastern Cemetery Roadway Phase 2 Project was closed-out in March 2021. This project entailed extending the existing asphalt roadway approximately 500 ft. and constructing parking spaces, sidewalks and a low water crossing, which provides easier and safer access for the visiting public. The total cost for this project was $429,712. COMPLETEDPROJECTS GARDEN STREET ROAD PAVING PROJECT The Garden Street Road Paving Project was closed-out in April 2021. The project scope included major road reconstruction and paving on Store Gronne Gade, Domni Gade, Crystal Gade and Nye Gade. NEW EQUIPMENT STREET SWEEPER | ST. THOMAS PATCHING TRUCK | ST. CROIX The V.I. Department of Public Works was able to procure machinery critical to the functions of the department. One of those items is the highly anticipated streetsweeper, currently operational on the island of St. Thomas. The department is making arrangements for the streetsweeper to travel to St. John in the coming months. DPW is also working to identify funds to purchase additional streetsweepers for all three islands. The V.I. Department of Public Works purchased and is currently utilizing two Pro- Patch Asphalt Pothole Patchers on both St. Croix and St. Thomas. St. Croix crews began using their truck in July, while St. Thomas crews recently put theirs to use in September 2021. With new in-house patching vehicles, DPW can now respond to road repair requests sooner than before. USING TECHNOLOGY IWORQ The Department of Public Works (DPW) continues to implement strategic initiatives geared towards preserving, maintaining and strengthening the territory’s infrastructure. The most recent is the iWorQ Asset Management System, which launched internally in May of this year. iWorQ is a cloud-based, asset management software that will allow the department to manage and track work orders and assets, including, but not limited to, roads, sidewalks, guardrails, signs, traffic signals and landscaping. The software provides recommendations for repairs and pavement treatments, scheduling preventative and routine maintenance, as well as increasing roadway lifespans. iWorQ also has a Citizen Engagement Module, whereby individuals can communicate directly with DPW personnel. Through this feature, citizens can report road damages, upload photos and provide GPS coordinates of areas needing repair. DPW personnel will have the ability to respond directly to work orders and provide real-time updates for more efficient workflows and project tracking. The Department of Public Works worked alongside the U.S. Coast Guard for a road patching project named Pothole-A-Ween, on the eastern end of St. Croix. Members of the agencies---some dressed in Halloween costumes---patched pot holes from Cheese Burgers in Paradise to the Cramer's Park Entrance. COMMUNITY OUTREACH The Department of Public Works gave back to the community by donating food items to several charities, and school supplies to children in non- profit organizations and summer camps across the territory. The selected organizations were Collective Collaboration Inc. on St. Croix, Bethlehem House on St. Thomas, Mount Caramel Catholic Church Charities on St. John, Gift Hill School, the Caribbean Center for Boys and Girls VI, the Department of Sports, Parks and Recreation Summer Camp, and Engage Vision VI. The Department of Public Works is committed to informing the public of all things DPW. Over the past year, the department has appeared on multiple radio stations, hosted town halls and given presentations on Public Works' initiatives and projects. COMMUNITY OUTREACH ROAD PROJECTS ST. CROIX CARLTON ROAD GALLOWS BAY MELVIN EVANS HIGHWAY The Carlton Road (Route 667) Pavement Rehabilitation project was awarded to Marco St. Croix in December 2020, and has made considerable progress in 2021. Currently this project is 80% complete. The project scope involves road reconstruction, asphalt paving, striping, new drainage crossings, new paved waterways, signs and guardrails. Construction is expected to be completed in Summer 2022. The Mt. Welcome Pavement Reconstruction project, in Gallows Bay (Route 753), was awarded to Eleven Construction and includes major road reconstruction, pavement markings, signs and drainage improvements. Construction began in August 2021 and is about 40% completed. Construction is expected to be completed before Summer 2022. The Melvin Evans Highway (Route 66) Project, on St. Croix, is possible through GARVEE funds. This project was divided into six segments, with four of the six segments now completed. The projection is substantially completed with only punch list items remaining and patch work at the West Airport intersection to be completed. DOWNTOWN FREDERIKSTED The roads in Downtown Frederiksted area got a major revamp in 2021. This project was separated into two phases. As part of phase I, Queen Cross, Hill, Hospital, New, King, Customs, Lagoon and Market Streets were all milled and paved. The final step is striping and installing crosswalks. Under phase II, King Cross Street, Veteran’s Shore Drive, Route 702 (from LaGrange to Frederiksted) and East Street will be repaired. The U.S. Department of the Interior (DOI) provided two grants to fund both phases of repairs in the historic town of Frederiksted. The project is managed by DPW's Engineering Division, which will also manage the Town of Christiansted paving project. Affected roads include Queen, Strand, Hill, East, West, Smith, Prince and Market Streets. Funding for this project is also made possible through a grant from DOI, and is being coordinated with WAPA, VIYA, Office of Disaster Recovery and Waste Management. ROAD PROJECTS ST. CROIX LA REINE HERMAN HILL Phase 1 is 100% completed. Procurement is in progress for phase 2. This project was awarded to V.I. Paving in August 2021. We are currently awaiting the executed contract for Phase 2, Phase 1 of this project is 70% complete. Drainage infrastructure and pavement reconstruction has been completed. Roads are in the process of being striped. Phase 2 of this project has been sent out for bid. BUGBY HOLE Phase 1 is 100% completed. Procurement is in progress for phase 2. This project was awarded to V.I. Paving in August 2021. An executed contract is in place and A pre- construction was held. Work for phase 2 is expected to being soon. ST. GEORGE Phase 1 is 100% completed. Phase 2 of this project was awarded to Height's Construction. Phase 2 of the Project is underway. Construction is moving forward. ACT 8454 ROAD PROJECTS ST. CROIX CAMPO RICO MT. PLEASANT CATHERINE'S REST Project is 100% complete. The roads were milled, paved and striped by November 2021. Drainage improvements were also completed. The contractor for this project was VI Paving Inc. The first part of this project is 100% complete. The roads was milled, paved and striped by November 2021. Drainage improvements were also completed. The contractor for this project was VI Asphalt Company. This project is 100% complete. The roads were milled, paved and striped by November 2021. Drainage improvements were also completed. The contractor for this project was VI Paving Inc. STRAWBERRY HILL The project is 100% completed. The roads were milled and paved, Drainage infrastructure was also installed by November 2021. The contractor for this project was VI Paving Inc. ACT 8454 ROAD PROJECTS ST. CROIX ESTATE WHIM Project is 100% complete. The roads were milled, paved and striped by November 2021. The contractor for this prject was Marco St. Croix. WORK AND REST Part 1 of this project is 100% complete. The roads were milled and paved by November 2021. The contractor for this project was VI Paving Inc. UNION AND MT. WASHINGTON Part 1 of this project is 100% complete. The roads were milled and paved by November 2021. The contractor for this project was Virgin Islands Asphalt Company. ACT 8454 ROAD PROJECTS ST. CROIX ROAD PROJECTS ST. THOMAS CROWN MOUNTAIN WEYMOUTH RHYMER HIGHWAY MANDAHL ROAD The Office of Highway Engineering manages the Emergency Relief projects, which resulted from damages caused by the hurricanes of 2017. The repairs entail various scopes from the installation of a retaining wall and drainage improvements to guardrails and roadway rehabilitation. Two Emergency Relief projects were completed in 2021 on the island of St. Thomas: on Crown Mountain, near the Shibui Condominiums, and on the Weymouth Rhymer Highway. Other ER Projects in progress include: Agriculture Hill (Route 33), Upper Crown Mountain Road (Route 334), Lower Crown Mountain (335), Four Corners (Routes 33 & 40), and Hull Bay Road (Route 37). All Emergency Relief projects on St. Thomas will be completed by December 2022. ROUTE 104 (NEAR STARFISH MARKET) The Department of Public Works commenced an Emergency Repair Project on Route 104, near the Starfish Market on St. John. Work on the westbound lane was completed by the end of 2021. In January 2022, work resumed on the eastbound lane, in conjunction with the V.I. Water and Power Authority's undergrounding project. The contractor will reconstruct the concrete roadway, as well as drainage, and the lane is expected to reopen in March 2022. ROAD PROJECTS ST. JOHN BORDEAUX MOUNTAIN ROAD The Emergency Relief Project on Bordeaux Mountain was completed in 2021. All ER project repairs include varying combinations of roadway restoration, drainage improvements, clearing and grubbing, as well as pavement markings. REMAINING EMERGENCY RELIEF PROJECTS Work on Fish Bay Road (Route 1041), Coral Bay (Route 107) and Gifft Hill (Route 104), will all be completed in 2022. Of the 15 road projects listed for the St. Thomas/St. John District as part of Act. 8454, two projects were completed by the end of 2021: Hospital Ground and Prindsens Gade (Goat Street). Two other projects, in Frenchman's Bay and Estates Lerkenlund & Misgunst, started but will continue this year. Road repairs included varying combinations of roadway restoration, drainage improvements, clearing and grubbing, as well as pavement markings. The remaining roads are expected to be completed before the end of 2022. ST. THOMAS ACT 8454 ROAD PROJECTS UPCOMING 2022 PROJECTS ST.
