Ist Member for Frederiksted Country District |Andersen] remarked: Mr. Chairman. 1 fully agree with the words of the last speaker; he took the word away from me because 1 was going to propose that Protestant Cay be used for two years at a time. [ think myself that there 1s great need for an institu- tion of that kind; and as the reef will not be blown for sometime to come I recommend that the Cay be usad for that purpose. 3rd Appointed Member (Armstrong) entered the meeting. 2nd Member for Chrisiiansted Town (Canegata) remarked: Mr. Chairman. I understand that the sorefoot hospital at Richmond is closed, why cannct that be used’ ' 2nd Appointed Member (Noli) answer- ed: The sorefoot hospital at Richmond is now being used for prison purposes. Jst Member for Christiansted Country Distriet (Stokemann) remarked: Mr. Chairman. The remarks made by 2nd Member for Christiansted Town cover the ground, and Idon’t think there is much le*tif 'v me to say, except that the community of this town is agains tae Cay being used for such a purpose. The public has the wharf to sit on during the afternoons to get fresh air: there are no parks in this town for oné to go to, and when wothers and fathers and chii- dren meet on the vhart,and the question is asked .what 1s on the Cay, you may camouflage it.as you wish, and cgli it a training school, but 1t will not be long before the eniidren wili get w 0 Know more and more about it, and thelr mo- rals will not be improved by such experi- ence. HNe are pleased that Government has brought up this question for the Council to give its opinion upon it: that shows that the Government is inciined to respect the opinion of the Council and the pub- lic. There was a time when the opiniong of the public did net worth much, but today it is not so. .We are thankful to the Red Cross for trying to improve the morals of the people, but unfortunately the site selected is not one that is accept- able to the inhabitantsof Christiansted {or. more than one rgason. As it is for such a short time the instituticn will be put on the Cay, why not hire a place - ard use .it, temporarily? ° For instance, Mr. Pen heny might be will: ing to rent the schoolrhouse which he bought from the Goveirnment recently; that would be a more suitable place, as the children willbe abie to use their hands there, and that wiil heip 1o keep them straight, There is another place— There is a vacant house at Shoys. why not use that? In my opinion,I believe that a committee should be appointed to look into this matter, and make such recommendations as they might deém proper. With regard to the remarks accom- panying the Ordinan®e, we have no doubt that the ingtitntion will be removed when the Cay is needed, and we believe that the Governor means what he says, but can any one guarantee that within a year or two we might not have a change of Governor; and who can guarantee that the future Governor will keep to a prom- ise made by the present Gevernor? While we fezl safe in the present Gov- ernor, we cannot feel equally safe in the future Governor. 1 cannot see why a member should be so warm in recom- mending the Cay. If I was a member of Frederiksted Town or District 1 would feel myself not competent to speak on this matter, but.it is quite the opposite on the other side. It would be very dis- agreeable to see the (Cay used for a purpose unless a good park could be made where people could go in the after- noon to get fresh air. : Ist Member for Frederiksted Country District (Andersen) remarked: Mr. Chairman. 1 only wish to make ashort remark. I have been looking at this matter from a business point of view, but i have listened carefully to what has been said by the last speaker in re- gard to other places thar could be used; if that has not been looked into, then I agree that a committee be appointed to look into the matter. : 2nd Apvointed Member (Noll) remark- ed: Mr. Chairman. In regard to re- marks made by the Honorable Ist Mem- ber tor Christiansted Country District as to why 1 am so warm in recommending the Cay, I will answer. The first reason is, something should be done for the chil- dren: and the second reason is, the Red Cross is llke a man who owes you money and if you do not accept” what they are offering you when it isy?er@adyuu may not get it again. gt = c2nd Member for Christiansted Town (Canegata) remarked: Mr. ~Chairman. The last speaker has said that the Red Cross is offering fifty thousand dollars towards the upkeep of the institutics, the minutes of the Municipal Committee does not show that. 2nd Appointed Membar (Noll) answer- ed: My, Moran said in the Municipal Committee meeting that he could not speak with authority. : 4th Appointed Member (Blackwood) re- marked: Mr. Chairman. When I car- ried passengers to this island 1 was ask- ed whiech port I liked best, whether Frederiksted or Christiansted, [ said I liked King’s Hill best. I would argue as strongly for Christiansted as 1 would ar- gue for Frederiksted 1 cannot see how the institztion, if placed on the Cay, would desiroy the beauty of this town. The Governor of these islands is trying to help us, and are we going to stand here and block every measure that would tend to improve this island? Ary other (GGovernor who may come might no® want to live up to any promise this Governor makes. but if we have something on re- cord he is bound to respeect it. If the irstitution is put on the Cay, they are not going to put any longa characters there, and the,chil&enlwho go there will improve morally. I cannot see where the arguments adduced against this pro- ject is sound. : « At the l:st meeting Member Stake- mann said if we can get money we should take all we eould get: I rhink then it is wise to accept the money which is now being offered to us by the Red Cross. A Ist Member for Frederiksted Ccuntry District (Andersen) remarked: Mr. Chairman. All the years I have been living in New York | lived nearan in- stitution of the same kind builti on the river front, and auring that time I never saw any one going in or coming out of that institution. 2nd Member for Frederiksted, Country District (M. M. Skeoch) remarked: Mr. Chairman. As 2nd Appointed Member (Noll) says, an amendment can be brought in where the Cay ®an be used for a definite time, and the amendment can be so fixed that if we have a change of Governor the arrangement would be respected. If: theffreef -in the harbor is to be biown, it will not be done in the space of a year. The community of Christiansted do not like the proposi- tion, but I.do not see-:that it would do any harm if the institution is placed on the Cay for 1 period of:one year. Ist Member for Christiansted Country District (Stakemann) proposed that a commitice be appointed -to investigate and report on this matter.
