SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Bureau of Navigation, Department of Commerce, for the fiscal year ending June 30, 1928, amounting to $20,000, and, in addition thereto, con- tinuation until June 30, 1928, of availability of the unexpended balance of the appropriation "Enforcement of wireless communica- tion law," fiscal year 1927. The details of this estimate, the necessity therefor, and the reasons for its submission at this time are set forth in the letter of the Direc- tor of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur. SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Bureau of Navigation, Department of Commerce, for the fiscal year ending June 30, 1928, amounting to $20,000: Enforcement of wireless communication laws: For an additional amount covering the same objects and purposes specified under this heading in the act making appropriations for the Department of Commerce for the fiscal year 1928, approved Feb. 24, 1927, and including also ex- penses of the radio act of 1927, approved Feb. 23, 1927, $20,000, and in addition thereto the unexpended balance of the appropriation "En- forcement of wireless communication laws," fiscal year 1927, which balance is hereby continued and made available to June 30, 1928: Provided, That not to exceed $52000 of the funds herein appropriated and made available shall be available for personal services in the Dis- trict of Columbia $20, 000 The act making appropriations for the Department of Commerce for the fiscal year 1928 makes available $220,000 for enforcement of wireless communication laws. The radio act of 1927, approved February 23, 1927, imposes upon the Department of Commerce further duties for which additional funds are required. It is believed $20,000, together with the $220,000 already appropriated and con- tinuation of availability of the unexpended balance of the $335,000 appropriated for the fiscal year 1927 for enforcement of wireless com- munication laws, will be sufficient to meet the needs of the department for the fiscal year 1928. I recommend that this estimate, which is to carry into effect a law enacted since the transmission of the Budget for the fiscal year 1928, be transmitted to Congress.
