e Executive Order No. 12, Whereas, the outbreak of the European war in August, 1914, led the Gov- ernor of the Danish West Indian Is- lands, on August 3, 1914, to issue a Provisional LLaw temporarily cancel- " ling the obligation of the National Bank of the Danish West Indies to exchange its notes for gcld as St. Thomas; said provisional law was annulled and concurrently a law sub- stantially to the same effect was ' passed by the Danish Rigsdag and confirmed on October 2, 1914: con- ditions have now so changed that the best interests of the Virgin Islands of the United States demand the abro- gation, in the manner therein pro: vided, of said Law so passed by the Danish Rigsdag; and Whereas, by section 3, of aforesaid Law of the Danish Rigsdag, confirmed October 2, 1914, that law may be put out of force by Royal Or inance; and : Whereas, by virtue of the Treaty of Ces- ston entered into on August 4, 1916, between the United States of Ameri- Ca ana Jenimaik the sovereign rights theretofore exercised by Denmark over the Danish West Indies passed to the United States in accordance with the terms thereof; and Whereas, by virtue of Section 1 of the Act of Congress approved March 3, 1917, entitled ‘‘An Act to Provide for a Temporary Government of the Virgin Isiands of the United States’’ all military, civil and judicial powers necessary to govern the said islands are vestedin the Governor thereof: Now, therefore, 1, J. W. Oman, Gov- ernor of the Virgin Islands of the United States, acting under the authority of the aforessid Act of Con- gress and in order to reestablish the currency of the Virgin Islands of the United States on a normal basis, do hereby abrogate the aforesaid Law of the Danish Rigsdag confirmed October 2, 1914, and decree that Section 1- and Section 3-of the Danish Law confirmed March 29, 1914, shall, upon such abrougation be- coming eifective, stand in {ull force and effect. The said abrogation shall be effective on and after 23 August 1920. CROIX AT one o’clock p. m., Monday, June 21, 1920, the Colonial Council of St. Croix held an extraordinary meeting in the Courncil Hall in Christiansted, con- vened by request of Government. The Members present were: The Chairman (Merwin), M. M. Skeoch, D. Noll, D. C. Canegata, Robt. W. Skeoch, G. Nordby, K Henderson, F. Andersen, F Lunney and F. Coulter. 3rd Appointed Member (Armstrong) sent in excuse of his inability to attend . the meeting. Furthermore were absent: 3rd Member for Christiansted Town (Penthenv), 2nd Member for Christian- sted Country District (MacKay and 4th Member for Frederiksted Country Dis- trict [Fleming;. Despatching Secretary (Comwmander Colby attended the Meeting) * After prayers had been said the Chair- man remarked: Since the last meeting of the Council, 1 have received the fol- lowing letter from Government. The Chairman read the letter and which is as foilows: June 19, 1920. From: Despateching Secretary. To: The Chairman, Colonial Council for the Municipality of St. Croix, Virgin Isiands. 1. In conformity with Section 20 of the Colonial Law, you are hereby request- ed to elect, at the next meeting of the Colonial Council, four members to serve on the respective Electoral Boards for the period from Ist April 1920 to 31st March 1921. The Chairman further remarked: The minuies of the iast meeting of the Coun- cil have been published as customary in the “’St. Croix- Avis’’ and if members have no objection I wiil declare same tacitly adopred. ; There being no objection the Chair- man declared the minutes as published tacitly idopted. The Chairman remarked: Honorable Members as you notice there is a supple mentary item on the Order of the Day for the election of a member to join the Li- brary Commission. Iwill bring this mt- ter up afrer recess. Ist Member for Frederiksted Country District [Andersen] would like to know if the member to be appointed is sup- posed to be a member from the Council? The Chairman answered: I do not think so. The Chairman remarked: The Gov- ernor, Admiral Oman, was expected to be here today for the meeting but has been delayed. Despatching Secretary [Colby] has received a radio message that a Subchaser is coming lover with Govern-. ment Secretary Timmons, Dr. Mink, Medical Aid and Mr. Pettigrew, Public Works Officer; as these gentlemen are coming over to attend this meeting | will give a longer recess than is custom- ary so as to give them an opportunity to be present at the meeting. The Chairman then brought up item 1 of the Order oi the Day. Item 1.
