Helsingfors, Deec. 19th.—Discovery of an Anti-Bolshevik plot is reported at Pe- trograd; nine hundred persons, including several British and Frene citizens, have been ariested. The report says that after General Den- ekine’s breakdown, Trotzky, the Bol- shevik Minister of War, intends to spring an‘effensive against Poland, and that for this purpose he reckons on aid from Ger- man volunteer detachments and a new Chinese army which 1s being recruited in Eastern Siberia. Coblenz, Dec. 19th.—Two shipment of machine-guns and machine-gun ac: "cessories being sent to Mex'co from Germany, and discovered in transit via Holland, have been heid up by the Allied Military Authorities, according to infor- matior reaching the American offices here. The exportation of war material by Germany is a violation of the Ar- mistice Peace Treaty. The Ggrman Gov- ernment has been asked to explain the shipmer ts, and notified not to attempt any similar exportation of such arms. In calling the attention of the Commission to the violation of the armistice terms, Marshal Foeh says the Bills of Lading show indicates that these shipments are not ‘‘across occupied regions’’. As far as it is kown here, no reply has yet been Jeceived from Berlin to the Note asking w«for an explanation.
