The several amounts listed herein, or so much thereof as shall be sufficient to accomplish the purposes specified, as hereinafter set forth, are hereby appropriated and authorize to be paid out of any funds in the General Fund of the Treasury of the Virgin Islands, which amounts shall be available for the Fiscal Year October 1, 2000 to September 30, 2001. SECTION 3. Title 22, section 237, subsection (a)(3)(A), Virgin Islands Code is amended by deleting the second sentence and inserting in lieu thereof the following: “The Association shall not be required to make assessments pursuant to subsection (a)(3)(A). of this section at any time that the amount contained in the Insurance Guaranty Fund is less than $50,000,000, and the shortfall is due to appropriations, disbursements, expenditures or other transfers from the Insurance Guaranty Fund for purposes other than pursuant to this chapter 10 of this title. In the event of the shortfall, assessments shall not be made of any member insurer unless and until the Government repays and transfers to. the Insurance Guaranty Fund the lesser of (i) the amounts arising from appropriations, disbursements, expenditures or other transfers from the Insurance Guaranty Fund, or (i) the amount that is necessary to restore the Fund balance to $50,000,000, and. under any circumstance excluding appropriations, disbursements or expenditures or other transfers made pursuant to. this chapter.” SECTION 4. (a) Act No. 6302 (Bill No. 23-0119), section 1 is amended by striking the figure $48,781,852 wherever it appears, by inserting in lieu thereof the figure of $43,311,764 and adjusting the total accordingly. SECTION 5. Act No. 6335. (Bill No. 23-0193) section 14 is amended by striking the figure $3,750,000 and inserting in lieu thereof the figure of $1,750,000. SECTION 6. (a) The sum of $1,500,000, or so much thereof as may be necessary, is hereby appropriated from the Internal Revenue Matching Fund in the Fiscal Year ending September 30, 2001, to. the Department of Justice to pay current and prior years amounts owed to the Federal Bureau of Prisons for the costs associated with the NNN N ON = 0 Or N 0). aoe oe oe oe wide 1 OMAN OU FWONH TDOHOAN AA HKWDND A 5 _ maintenance of Virgin Islands prisoners in the Federal Bureau of Prisons system and other costs associated with the operations of the prison facilities. . (b) The sum of $1,900,000, or so much thereof as may be necessary, is hereby appropriated from the Internal Revenue Matching Fund in the Fiscal Year ending September 30, 2001, to replace funds that were kept as result of the implementation of the U. S. Treasury Offset Program relative to the debt owed by the Department of Justice to. the Federal Bureau of Prisons. . (c) Thesum of $1,250,000, or so much thereof as may be necessary, is hereby appropriated from the Internal Revenue Matching fund in the Fiscal Year ending September 30, 2001, to the Department of Justice to fund the costs associated with return of the off.island prisoners to. the Territory, including but not limited to the hiring and training of personnel and operational costs associated with such prisoners’ care and maintenance. (d) The sum of $500,000, or so. much thereof as may be necessary, is hereby appropriated from the Internal Revenue. Matching Fund in the Fiscal Year ending September 30, 2001, as a contribution to the V.I. Housing Finance Authority. (ce) The sum of $699,225, or so. much thereof as may be necessary, is hereby appropriated from the Internal Revenue Matching Fund in the Fiscal Year ending September 30, 2001, as a contribution to the General Fund to increase the appropriation of the Department of Tourism to fund the personnel-related costs associated with the employees of the Industrial Development Commission, the Bureau of Economic ' Research and the Small Business Development Agency. (f) The sum of $46,552, or so. much thereof as may be necessary, is hereby appropriated from the Internal revenue Matching Fund in the Fiscal Year ‘ending September 30, 2001, as a contribution to the General Fund to increase the appropriation ON OO FAWN = NVMNNNDD 2 ee we oo WK Oo RON=-~ 00 ODNOouTRONDAOO \o on N 0) , 6 of the Division of Personnel to find the costs associated with making the Division of Personnel compliant with records management standards and to. resolve the Inspector General’s finding. | (g) The sum of $600,000, or so much thereof as may be necessary, is hereby appropriated from the Internal Revenue Matching fund in the Fiscal Year ending September 30, 2001, to fund lump sum payments owed to individuals who were employees of various. departments and agencies. (h) The sum of $250,000 or so much thereof as may be necessary is hereby appropriated out of Internal Revenue Matching Fund in the Fiscal Year ending September 30, 2001, to fund retirement benefits for hazard duty personnel pursuant to Act No. 5226. (Bill No. 16-0093). , (i) The sum of $267,295. or so. much thereof as may be necessary is hereby appropriated out of the Internal Revenue Matching Fund in the Fiscal Year ending . September 30, 2001, to pay a prior year’s rental costs incurred by the Office of Veterans Affairs, the Lt. Govemnor’s Office and the Virgin Islands Police Department. SECTION 7. (a) Section 15 of Act No. 6276 (ill No. 22-0280), as amended by section 9(b) of Act No. 6278 (Bill No. 23-0034), is further amended by striking the figure $1,250,790. and inserting in lieu thereof the figure of $500,790. SECTION 8. The sum of $750,000 or so much thereof as may be necessary, that . became available as a result subsection 1 (a) of this section is hereby appropriated from the Indirect Cost Fund in the Fiscal Year ending September 30, 2001, to. the Department of Public Works to. fund the partial payment of the negotiated settlement agreement relative to. 1997 penalties assessed against the Government of the Virgin Islands by the - Environmental Protection Agency (EPA) for wastewater violations. The sums appropriated in sections 1, 4, 5 and 6 of this Act shall remain available until expended. SECTION 10. Section 16 of Act No. 6335 (Bill No. 23-0193) is amended by striking the period (.) after the word “school” as it appears in the words, “Arthur A. Richards Junior High School” and adding the following language, “Evelyn M. Williams Elementary School and Alfredo Andrews Elementary School’. SECTION 11. The sum of $485,344.56, or so much thereof as may be necessary, is hereby appropriated from the Internal Revenue Matching Fund in the Fiscal Year ending September 30, 2001, to pay a prior year obligations owed to San Jorge Children’s Hospital by the Juan F. Luis Hospital SECTION 12. Title 3, chapter 25, section 452(a), Virgin Islands Code, is amended by renumbering paragraph (6) as paragraph (7) and adding a new paragraph (6) to read: “(6) establish and amend, from time to time, a fee schedule for various administrative, technical and other services provided by the Division of Personnel; and” SECTION 13. There is hereby appropriated from the Corporation Division Revolving Fund for the Fiscal Year ending September 30, 2001, the sum of $213,440.50, or so much thereof as may be necessary, to the Office of the Lieutenant Governor for the purpose of satisfying current and prior year rental obligations. SECTION 14. There is hereby appropriated from the Corporation Division Revolving Fund for the Fiscal Year ending September 30, 2001, the sum of $22,000 to the Office of the Lieutenant Governor for the purpose of reimbursing the Department of Finance for contractual payments made to KPMG for services rendered to the Virgin Islands Banking Board relative to the evaluation of the proposed acquisition by the eC Ce ee CS i OMAN ODA AAWBNHH OHH AN DA FAN = NM NNN YN ££ ON = 0 26 8 : Virgin Islands Community Bank of the assets of the Chase Manhattan Bank branches in the U.
