Henders 'n. F. Andersen, F. Coulter, W. S. Abramsor, A. JS. Blackwooi, Thos. Ramsay, F. tunney, G. Nordby, D. S. Armstrong, . Noll, and D. C. Canegata. Member W. H. Mackay sent in excuse of his inability to attend the meeting; furthermore were absent, W. L. Pen- theny and . B. fleming. After prav~ors had been said the Chair- man remarkcd that ince the last Ordin- ary Meeting held on November 17, the minutes of ‘hat meetine have been pub- lished as customary in the ''St. Croix Avis’’, and if there is no objeciion to the minutes as published he would con- sider same tacitly adopiad. There being no objection, the Chair- man declared tne minvtes as published tacitly adopted. Be it resolved by the Colonial Council forSt. Croix in session assembled: . hat the Governor he and he 1s hereby authorized to ircrease, at his discretion, amounts budgeited for the current fiscal year by a percen- fage not to exceed that by which the rates of exchange for the cur- rent fiscal year exceed the normal rate. FRED. B « OLBY. Despatching Secretary Despatching Secretary (Colby) intro- duced the Resolution and said, Mr. Chairman. This measure is to- permit the Governor to ,increase the budgetted amounts tor the current fiscal year by a percentage not tc exceed that by which the rates of exehange for the current fiscal year cxceed the normal rate. This vas adopted by the Colonial Council of St. Thomas several weeks ago without debate. It was put to the vote and carried that the Resolution be furtheved and passed at one discussion. ist Member for Christiansted Country Distriet (Stakemann) saw ro reason why there should be any discussion op this matter considering that the price of everything has been raised. No one requesting the word the Chair- man read the Resolution and put same to the vote. It was unanimously adopted. Item 2. ~olonia! Council Bill No 24. Resolution authorizing the Governor to sell the parcel of land and build- ing known as Kast Hiil School, situa- ted in East End Quarter A, in the is- land of St. Croix. Colonial Council Bill No. 24. 2nd Sessioi 1919-1920. RESOLUTION. Be il resolved by the Colonial Council for St. Crow in session assemoied: {hat the Governor pe and he is hereby authorized to sell the parcel ot land and building known as Eest Hill scheol, situated in East lond Quarter A in theisland of St. Croix, for the sum of One Thousand ($1,000) Dollars to Mr. W. Despatching Secretary (Colby) read the Resolution and said that this ,ro- perty is no longer required tor school purposes, theretore Government has decided to seli it te Mr. W, L. Penthcuy. 4th Appointed Member (Blackwo d) rerarked; Mr. Chairman. We had this matter before the Municipal Cummitiee sometime ago and it was recommended to the Council. This is a case where the School is situated or a man’s private es- tate and he bas offered to buy it for a certain a. ount so :s to keeg oftf undesir- abies, in a case like this it is always the rule to put the proper.y up fcr sule by action, but urder existing circumstances it is deemed wise that tre Council adupt the Resoiution so as to cuable the Cov- ernor to effect the sale. 9nd Appointed Member (Noll) ve- marked: Mr. Chairman. 71his is a mat- ter in which I am not interested, but two ideas appeal to me: Tlhe first is, this property belonged formerly to the estate which is now trying to pur chase it, it was sold to Government for school purposes in zid ot education; with that idea in mind it 18 presumed, if not legally but equitably that it should fai.l back to that particalar estaie 1i it is to be sold. The other idea is, Dir. Penthery has told me privateiy that he expects to irsert a clause in the deed wlich he exp:eets that it the Government again require the property -or school purposes he vould sell it to Goverrmeit. This certainly is a vaiuakle coasideration given to the Governmeat. 1 therefcre recomnmend that the Ccuncil adopt the Resolution. It was put Lo the vote and carried that the Resclution be {furthered and passad at one discussion. Ist. Member for Christiansted Country Distriet (Stahemann) woald like to know if there is a clause i: the bill covering the statement made by 2nd Appointed Member (Nol:) as to whether the pro- perty is required in the future for scheol purposes it will be re-sold to Govera- ment? 2ndé.
