Be- fore the motion is put to the vote I wish- to make a suggestion —ln view of the fact that Ist Member for Frederiksted Town and the 2nd Member for Christian- sted Country Distriet have stated that they have not received a copy of the law I suggest that the matter be reintroduced. 2nd Member for Christiansted Country District (Berg): Mr. Vice Chairman. That may be so, but you will remember that at the beginning of the present session the Member stated that he was without a copy. - A copy of the ordinance providing for the assessment, levy and collection of taxes so. the Munieipality of B'. ©roix was then handed to Ist Member for Fred- griksted Town (Jacks2n). Item 4. Colonia! Chuncil Bill No. 3, Fourth Council, First Session. Iniroduction of and Ist Discussiongrn Colonial Ccuncil Bill No, 3, Draft of an Ordinance, introduced by Government, amerding Ordinance coneerning Public Roads in St. Croix. The bill reads as follows: Colonial Council Bill No. 3. Fourth Council. First Session 1923-1924. DRAFT OF AN ORDINANCE to amend an ordinan.e concerning public roads in St. Crowx. Be it enacted by the Colonial Council for the Municipality of St. Crowx: . That the Ordinance concerning Public Roads in St. Croix, passed by the Colonial Council on December 18, 1922; changes in English co®- struction authorized by the Colonial Cluncil on June 27, 1923, and sanctioned and approved by the Governor of the Virgin Islands on July 14, 1923, and effective on July 1, 1923, is. hereby amended as fol- lows: Section 8. Section Bis amended to read as follows: ‘‘The Chair- man of the Road Commission shall draw a salary of Francs 6,750.00 per annum, from and after July 1, 1923. The Road .nspectors shall each receive compensation at the rate of Francs 160.00 per annum.” Section 11. Insert the following sentence between the first and se- cond sentences of the second para- graph: ‘‘Assignment shall also be made in such manner that one unit of first class road shall be consid- ered e(%uivalent to two units of second class road.” Section 12. The second para- graph is amended to read as fol- lows: ‘‘Before the {irst of October, the boundaries of tne ditfere.t al- lotments shall te exactly indirated by conspicuous posts planted b the road side by the respective rcad holder. , These posts shall have marked thereon the name cf the property to which the road is allo- cated for maintenance. Proposed by the Government. Government Secretary [Zane] remark- ed: Mr. Vice-Chairman. The ordinance which is now being introduced is almost self-explanatory, The question of the salary of the Road Commission is due to an oversight; the ordinance provides for a salary of Frs, 1,500 whereas the bud- getted salary is Frs. 6,750. The change recommended in Sectivn 11 is to egualiza the road assignment, and in Seciion 12 the change recommendel is merely to have the ordinance specify what it im- plies—marking the boundaries of the different allotments by conspicuous posts planted by the roadside. 1 might state that it would be appreciated by Govern- ment if action is taken on tnis matter as early as possible us I understand that the repairing of the roads is now urder way. 4th Member for Frederiksted Country District (Andersen): Mr. Vice-Chdirman. May I ask whether the amended Road Ordinance as passed and approved has been printed? I see from one of tqe newspapers that it has received a cop:= Membhers of the Road Commission have not yet been furnished with copies. To be continued.
