List of State Plan Amendments 1 USVI Department of Human Services - Medical Assistance Program List of Approved Fiscal Year (FY) 2022 – 2025 State Plan Amendments February 2026 Document Purpose: This document lists the State Plan Amendments (SPAs), along with their effective dates, approved between FY2022 – 2025. The temporary COVID-19 Disaster Relief SPAs from 2020 and 2021 were also included for awareness and context. The information detailed in Table 1 includes approved SPAs based on our understanding and research as of February 18, 2026. List of State Plan Amendments 1 USVI Department of Human Services - Medical Assistance Program List of Approved Fiscal Year (FY) 2022 – 2025 State Plan Amendments February 2026 Document Purpose: This document lists the State Plan Amendments (SPAs), along with their effective dates, approved between FY2022 – 2025. Non-Emergency Medical Transportation (NEMT) Compliance Attestation • Attests to compliance with the NEMT provider and driver requirements. 21-0002 10/1/2021 2/25/2022 5. Resource Limit for Aged, Blind, and Disabled (ABD) and Medically Needy • Increases the ABD resource limit for ABD and medically needy populations from $1,500 per person to $10,000. 22-0001 7/1/2022 12/14/2022 6. Continuous Eligibility for Pregnant Women and Extended Postpartum Coverage • Provides continuous eligibility to pregnant individuals who are eligible and enrolled under the state plan through the last day of the month in which a 60-day postpartum period ends • Extends Medicaid post-partum care to 12 months. 22-0004 10/1/2022 6/23/2023 10. Medicare Part B Premiums • Removing cash required to pay Part B Premiums, and USVI will pay Part B premiums for all of its dual eligibles. 22-0002 7/1/2023 12/19/2023 11. Core Set • Updates state plan assurances in accordance with federally mandated quality reporting requirements for the Child Core Set and the behavioral health quality measures on the Adult Core Set. 24-0002 12/1/2024 12/19/2024 13. Interventional Cardiology Services • Update the reimbursement methodology for on- island physician payments for interventional cardiology services. • The goal of the SPA is to increase cardiac specialty physician provider participation in the Medicaid program with enhanced payments for their services. By increasing the number of cardiology specialists participating, Medicaid members will have improved access to these specialty services on the island and will not have to be transported to facilities off-island to receive these services. 25-0002 12/1/2025 1/29/2026
