SHORT TITLE. 3 This Act may be cited as the ‘‘Territorial Student Ac- 4 cess to Higher Education Act’’. 5 SECTION 2. IN-STATE TUITION FOR CERTAIN RESIDENTS 6 OF GUAM, THE COMMONWEALTH OF THE 7 NORTHERN MARIANA ISLANDS, AMERICAN 8 SAMOA, AND THE UNITED STATES VIRGIN IS- 9 LANDS. 10 (a) IN-STATE TUITION RATES.—Part C of title I of 11 the Higher Education Act of 1965 (20 U.S.C. 1015 et seq.) 12 is amended by inserting after section 135 the following: 13 ‘‘SEC. 135A.
