FLOOR 07/22/2024-SPECIAL ORDERED BILL NO. 35-0312 Thirty-Fifth Legislature of the Virgin Islands July 22, 2024 An Act providing an appropriation from the School Maintenance and Construction Fund to the Virgin Islands Department of Education for the resurfacing, repairs, restoration, construction, and maintenance of the Ivanna Eudora Kean High School track and field facilities PROPOSED BY: Senators Donna A. Frett-Gregory, Marvin A. Blyden, Dwayne M. DeGraff, Angel L. Bolques, Jr., Samuel Carriόn, and Milton E. Potter WHEREAS, the Ivanna Eudora Kean High School when built was the only high school 1 campus with an International Amateur Athletic Federation certified track in the world; and 2 WHEREAS, the International Amateur Athletic Federation is now known as World 3 Athletics; and 4 WHEREAS, the tracks at the St. Croix Educational Complex and the Charlotte Amalie 5 High School are only certified for high school competitions; and 6 WHEREAS, the Ivanna Eudora Kean High School has a World Athletics-certified 7 facility that can officially host sanctioned, international, high school, and college standard track 8 and field meets; and 9 WHEREAS, the Ivanna Eudora Kean High School has the only approved World Athletic 10 Class 2 track and field facility in the Virgin Islands; and 11 2 WHEREAS, the Virgin Islands has not hosted any major international championship 1 since the 1990 Central America and Caribbean Cross-Country Championship, which was held 2 at the then Flamboyant Race Track, now the Randall “Doe” James Race Track on St. Croix; 3 and 4 WHEREAS, the Virgin Islands Track and Field Federation has been selected to host the 5 2026 Island Relays College Track and Field Meet; and 6 WHEREAS, the Virgin Islands Track and Field Federation has been selected to host the 7 2025 Memorial Day High School Showcase; and 8 WHEREAS, both meets are scheduled to occur in May 2025 at the World Athletics 9 certified facility located at the Ivanna Eudora Kean High School on St. Thomas; Now, 10 Therefore, 11 Be it enacted by the Legislature of the Virgin Islands: 12 SECTION 1. (a) The sum of $1,000,000 is appropriated in the fiscal year ending 13 September 30, 2024, from the School Maintenance and Construction Fund, to the Virgin Islands 14 Department of Education, for the resurfacing, repairs, restoration, construction, and 15 maintenance of the Ivanna Eudora Kean High School track and field facilities, to include the 16 bleachers, restrooms and the concession. 17 (b) The sum appropriated in subsection (a) must be expended not later than May 30, 18 2025. 19 (c) The work on the track must commence not later than 60 days after the enactment 20 of this act. 21 BILL SUMMARY 22 This bill provides an appropriation from the School Maintenance and Construction 23 Fund to the Virgin Islands Department of Education for the resurfacing, repairs, restoration 24 construction, and maintenance of the Ivanna Eudora Kean High School track and field facilities. 25 3 BR24-1096/July 18, 2024/LMW 1
