It is expected that this officer willreach the Vir- gin lslands the' latter part of the prasert month. The Honorable, The :ecretary of the Navy, has also informed me thut the vepartment of the Intevior has agreed to send a Reelamation fongineer to the irgin Isiands e in- vestigate and reporst upon tae possi- bility of water conservation :or agri:altural purposes, and that this engineer will probably arrive i the Virgin Islands the latter part of February.
