March 19, 2020 The Honorable Richard Shelby Chairman Committee on Appropriations U.S. Senate Room S-128, The Capitol Washington, DC 20515 Dear Chairman Shelby: The Conference Report accompanying the Department of the Interior’s 2020 appropriations referenced a directive in House Report 116-100, which instructed the Office of Insular Affairs (OIA) to update Congress on the implementation of insular energy action plans in the U.S. territories and freely associated states. Specifically, House Report 116-100 directs the OIA to report on the following by March 19, 2020 (90 days following enactment): The Department is directed to submit a report on the status of updating and implementing existing energy action plans within 90 days of the enactment of this act. …
