This is the general re- sult of an agitated day of conversations and conferences that seemed likely to end in sharp disagreement among the Allies. The agreement was brought ahout by the intervention of the Belgian Minister M. Jaspar ata meeting of the Supreme Council this afternoon. The French Premier asked {or British naval co- operation, suggesting the blockade of Hamburg. The British Prime Minister replied that public opinion in the United States would not approve of such a course and he could not agree to a blockade which would bring the Allies into a controyersy with the United States. M. Briand agreed to this point of view. He added that the course of the United States had been absolately ccrrect. Paris, May Ist —The Reparations Com- missin today mede public its note to the German war burdens commission on reparations. The communication which is dated May first informs the German Commission of the intention of ihe reparations commission to es- tablish within the shortest time possi- ble the amount of damages for which (Germany owes reparations under arti-- cle 233 of the T[reaty of Versailles. Meanwhile without prejudice to the forgoing accountinz, the reparations commission . notifies t e war burdens commission that twelve billion marks in gold are due today. The note is sign- ed by M. Dubois, President of the re- parations commission and M. Delacroix, ex-Premier of Belgium. Under article 233 of the Versailles treaty, the repa- rations commission was empowered (o set the amount of damages suffered Ly the Allies through the war, for which compensation must be made by Germany. The Article stipulated that the Commis- sion should, on or before May first 1921 notify the German Govt. the extent of that Govt's. obligations. Berlin, May Ist.—The German Govt. does not propese to get into touch with the London Conferences while awaiting President Harding’s answer to the Ger- man proposals. This declaration was made today by a member of the Govt. who in discussing the rumour that a suggestion was coming from the Entente that (Germany present fresh counter- proposals direct to the Supreme Coun- cil at London said, "'So long as the door at Washington is open, we do not pro- pose to knock at other doors.” THE ST. London, April 30th.-——An ultimatum to Germany giving her seven days from May first to comply with or refuse the Allied reparations demands being advo- cated today by the DBritish representa tives of the Allied Coriterence here. The proposal was opposed by the French and the Belgians on the ground that it was unnecessary, as the Germans already had had sufficient itime. The French held that the default of Germany in her Treaty obligations ecalis for immediate military or economic action, and that the note sending should come afterward. It is understood that the Belgian Minister also favours this coarse. London, May Ist.—The British and French Govts. have reached an agree- ment on how to deal with Germany to compel payment of reparations and ex- act immedia:e guarantees. In broad out- line it is agreed that the Allies will take a declaration tomorrow, but not to Germany. They will announce that the reparations commission will no- tify Germany as t» the amount she is required to pay and how it is to be paid together with the proposed financial control. The Allies will announce that within ten days, this period being sub- ject to possible modification by the Su- preme Council tomorrow, they will pro- ceed to carry out the "penalties, if the terms are not acceded to. The plan pro- vided for a competitive scheme of su- pervision and control of Germany's sources of revenue. Riga, May Ist —A wireless message from Moscow today announces tke withdrawal of the British from Persia. A Russian diplomatic mission has ar- rived in Teheram, the Persian capital. New York, April 30th—The raw sugar market was steadier today but there was no business reported and prices were unchanged at 3% for Cubas C. And F equal to 4.89 for centrifugal, with uncontroiled sugar quoted at 4.77. The market for refined was steady and, unchanged at 6.50 to 6.60 for fine gran- ulate:. Futures were quiet but the under tone steadier and closing prieces unchang- ed to 6 points net higher on covering, owing to fears of a marine strike closing bids. R., May Ist.—A fire last night in Puerta de Tierra destroyed Fin- lay Brothers Sawmill and Lumber Yard and about a hundred houses. A large area has been wiped out. Estimated damage not yet announced.
