London, May sth.—A complete change in naval policy is announced in connec- tion with the construction of a naval base at Singapore, for which the House of Commons is being asked to vote ten million pounds. The destruction of the German navy makes concentration in tha North Sea unnecessary and the Admiralty is therefore reverting to its farmer policy of assigning the fleet to world stations, chosen for their strate- gie values in protecting the tradetr utes, ‘ln introducing the blil, Commande: B. Havana, May 6th.—25 persons arve re- ported to have been killed and more than fifty injured in a head on collision bg- tween Hersey Electric Railway trains near Camasi, province of Matanzas, to- day. The trains were rounding a curve at high speed when they crashed. Fire . broke out immediately in the wreckage and a number of vietims were burned to death in the biazing coaches. Most of the injured have been taken to Matarzas on a special train.
