ACTNO. 6688 BILL NO. 25-0016 TWENTY-FIFTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2006 To establish the Fifth Constitutional Convention and to provide for an appropriation ---0--- WHEREAS, the congressional authorization for the Virgin Islands to establish a constitutional convention, the rights, duties and obligations of the convention, once established, and guidelines for the drafting of the proposed constitution, are set forth in Public Law No. 94-584, approved by Congress on October 12, 1976; and WHEREAS, the four constitutional conventions that were convened to pass a Constitution for the Virgin Islands for numerous reasons failed to establish a Constitution for the Virgin Islands; and WHEREAS, the American Law Division of the Library of Congress found, in response to inquiries from concemed officials, that the congressional authorization to draft a Virgin Islands Constitution granted by federal law is a general grant of authority which did not expire when the prior conventions failed to secure a constitution, and that the Virgin Islands could cont …
