ROYAL SYSTEMS LLC TURNKEY REQUEST FOR PROPOSAL (RFP) Engineering, Procurement, Delivery, Installation, Testing, and Commissioning 5,000-Gallon Mission-Critical Diesel Fuel Storage System Flag Hill Communications Site – St. Thomas, U.S. Virgin Islands Introduction Royale Systems, LLC ("Subgrantee") has received federal funds from HUD under the Economic Resilience and Revitalization (ERR) Program administered by the Virgin Islands Housing Finance Authority (VIHFA). In accordance with 2 CFR Part 200 Subpart D (Procurement Standards) and VIHFA’s Procurement Policy, Royale Systems is soliciting sealed quotations from qualified design firms to provide professional installation services for the project described herein. 1. Invitation to Propose • Royale Systems LLC invites qualified contractors to submit proposals for a turnkey engineered diesel fuel storage and management system for its critical communications infrastructure site at Flag Hill, St. Thomas, USVI. • Royale Systems reserves the right to award based on best value, reject any or all proposals, negotiate scope, and request clarifications. 2. Project Background • The Flag Hill communications site supports mission-critical telecommunications, emergency communications, and related continuity infrastructure. The fuel storage system shall provide resilient diesel storage, automated transfer, polishing, monitoring, and safe operation in a hurricane- prone marine environment. 3. Scope of Work • Complete engineering, permitting support, fabrication, delivery, logistics, offloading, civil works, electrical interconnection, piping, controls integration, startup, commissioning, training, and warranty support. 4. Technical Requirements • 5,000-gallon UL 2085 protected AST, double-wall construction, shell 1/4 inch minimum, head 5/16 inch minimum, leak detection, overfill prevention, emergency venting, manway access, fuel polishing system, and hurricane anchorage. 5. Codes and Standards • UL 2085, NFPA 30, NFPA 30A, IFC, OSHA, Steel Tank Institute standards, local USVI AHJ requirements. • Explosive and Flammable Hazards Compliance (24 CFR Part 51, Subpart C): The proposed fuel storage system shall comply with all applicable requirements of HUD's Explosive and Flammable Hazards regulations under 24 CFR Part 51, Subpart C. The project includes the installation of one (1) double-walled, diked cylindrical aboveground diesel fuel storage tank with a capacity of 5,000 gallons (approximately 21 feet long × 10 feet wide × 12 feet high). Based on HUD's Acceptable Separation Distance (ASD) Electronic Assessment Tool, the tank shall be located a minimum of 102.67 feet from any occupied building, outdoor gathering area, or location where people may congregate (ASDPNPD) and a minimum of 16.89 feet from any building or structure requiring protection from thermal radiation exposure (ASDBNPD). The Contractor shall verify all setbacks during design and construction and shall provide documentation demonstrating compliance with HUD environmental review requirements and 24 CFR Part 51, Subpart C. 6. Fuel Systems • Automated fuel transfer, automated polishing minimum 4 GPM, monitoring and alarm integration. 7. Civil/Structural • Stamped structural calculations and ASCE 7 hurricane design compliance. 8. Commissioning • Factory and site acceptance testing, training, documentation. 9. Commercial Terms • Best value award, negotiated procurement, deviations disclosure required. Detailed Requirement Section 1 • Contractor shall furnish all labor, materials, supervision, tools, and incidentals necessary for a complete operational system. • Provide manufacturer data sheets, shop drawings, P&IDs, wiring diagrams, QA/QC documentation, and as-builts. • All equipment shall be new and suitable for salt-air tropical deployment. • All deviations must be clearly identified in the proposal. Federal Compliance Requirements The resulting agreement shall incorporate, and the selected Respondent shall comply with, the following federal provisions as applicable: • 2 CFR § 200.317–326 – Procurement Standards. • 2 CFR § 200.327–329 – Monitoring & Reporting Program Performance. • 2 CFR Part 180 & 24 CFR § 24 – Debarment & Suspension (SAM.gov verification). • Byrd Anti‑Lobbying Amendment (31 U.S.C. § 1352) – certification for contracts > $100,000. • Contract Work Hours & Safety Standards Act (40 U.S.C. 3701–3708) – overtime tracking for contracts > $100,000. • Section 3 (24 CFR Part 75) – employment, training, and contracting priorities for low‑ and very low‑income persons. • Equal Employment Opportunity (E.O. 11246); Title VI; Section 504; Age Discrimination Act; ADA. • Minority‑, Women‑, and Small‑Business Enterprises – affirmative steps per 2 CFR § 200.321. • Access to records by HUD, VIHFA, and the U.S. Comptroller General for at least three (3) years after close‑out. • FFATA sub‑award reporting, Clean Air Act & Federal Water Pollution Control Act (for contracts > $150,000), and other clauses required under Appendix II to 2 CFR Part 200.
