Zeebrugge, April 23rd.—The fcunda- tion of what will be a nob'e memetial to the famous British raid carriad out here dufing the war, was laid yesterday by the Govt. of West Flanders, in the pres- ence of a distinguished Anglo-Belgian company, including Admiral Sir Roger Keyes, Lord Rurnham, Lord Emmott, Sir George Grahame, British Ambassa- dor and the Belgian Minister o’ Public Work. New York, April 24th. —President Harding addressing the Associated Press at its annual luncheon today, said that of all the international difficul- ties which have afflicted the western hemisphere, only that between the United States and Mexiceo remained and that, he said, was approaching a happy solution. Departing from his prepared address, he commended the Government for its work in removing the misunderstanding among the nations of the western hemisphere and also made a plea for the participa- tion of the United States in the Interna- tional Court of Justice, but emphasized, however, that the administration had de- finitely put aside all thought of the Uni- ted States entering the League of Nae tions.
