FLOOR 03/25/2024-SPECIAL ORDERED TO THE FLOOR BILL NO. 35-0249 Thirty-Fifth Legislature of the Virgin Islands March 25, 2024 An Act authorizing the reprogramming of the remaining unused proceeds of the Series 2016 Emergency First Responder Line of Credit totaling $114,952.21, issued pursuant Act No. 7866 as amended by Act No. 7876, to assist the Virgin Islands Police Department in offsetting costs associated with hosting the June 2024 National Alliance of State Drug Enforcement Agencies International Symposium PROPOSED BY: Senator Novelle E. Francis, Jr., by Request of the Governor WHEREAS, the Virgin Islands Police Department has determined that the $114,952.21 1 of remaining unused proceeds of the Series 2016 Emergency First Responder Line of Credit 2 issued to finance security consulting services for the improvement of public safety and security 3 in the Virgin Islands through the participation and implementation of certain recommendations 4 for crime reduction and prevention strategies, community participation, implementation of a 5 strategic plan, consent decree compliance assistance, and for the implementation and use of 6 technology, training and personnel management, authorized pursuant to Act No. 7876; are no 7 longer needed for this project; 8 WHEREAS, Virgin Islands Police Department therefore seeks to reprogram the 9 remaining balance of $114,952.21 to assist it in offsetting costs associated with hosting the 10 June 2024 National Alliance of State Drug Enforcement Agencies International Symposium; 11 WHEREAS, the Governor of the Virgin Islands has agreed to the authorization of such 12 reprogramming; Now, Therefore, 13 2 Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. The remaining unused proceeds of $114,952.21 of the Series 2016 2 Emergency First Responder Line of Credit, authorized in Act No. 7866, as amended by Act 3 No. 7876, section 4, is reprogrammed to assist the Virgin Islands Police Department in 4 offsetting costs associated with hosting the June 2024 National Alliance of State Drug 5 Enforcement Agencies International Symposium. 6 SECTION 2. (a) The Virgin Islands Public Finance Authority may disburse the funds 7 authorized in Section 1 to the Virgin Islands Police Department. 8 (b) The Virgin Islands Police Department shall comply with the provisions of title 31 9 Virgin Islands Code, §§ 231-251. 10 (c) All other provisions of Acts Nos. 7866 and 7876 remain in effect. 11 BILL SUMMARY 12 This bill authorizes the reprogramming of $114,952.21 of unused proceeds of the Series 13 2016 Emergency First Responder Line of Credit issued to finance security consulting services 14 for the improvement of public safety and security in the Virgin Island, to assist VIPD with the 15 cost of hosting, in the Virgin Island, the June 2024 National Alliance of State Drug 16 Enforcement Agencies International Symposium, which is the first symposium of its kind to 17 be held in the Caribbean. The Symposium will provide Virgin Islands law enforcement the 18 opportunity to highlight narcotics and human trafficking interdiction efforts in addition to 19 fostering relationships with states and Caribbean nations that can share best practices. 20 BR24-1057/March 22, 2024/PFA 21 G35-054 22
