Section 21.-So much of the property of any manufacturer, merchant or trades- man as may consist of stocks ~f materi- al or merchandise shall be listed separ- ately and assessed upon its average mar- ket value during the year next preced- ing the time of assessment; and the as- sessor may in assessing such stock re- quire of such manufacturer, merchant or tradesman to produce the last inven- to“vy thereof and if in the judgement of the assessor the same is nol correct, or if such time has elapsed since the inventory was taken that i* shall have ceased to be reliable as to the value there- nf, and such manufacturer, merchant or tradesman should not produce a new in- ventory within ten days thereafter, or if the assessor does not consider the last inventory to be reliable then the as- ‘sessor shall appraise the said stcek by personal examination. Section 22.——1'he assessment of pro- perty, as the same appears on th2 tax- roll last prepared, shall, after it has been corrected, amended and revised, asY herein provided for, constitute the askessment roll for the next calendar year. . ASSESSMENT SCHEDULE How AND WHEN PREPARED. ' That as soon after January fifteenth of each year, as is possible, it shail be the - duty of the assessor of each assessment district to fill out an assessment scheduie showing in detaii each separate piece of real property and improvements thereon, and in as great deiail as is practicabie all personal property subject to taxation - within the Municipality belonging, on - Janwary fifteenth, to each taxable per- & songwhose property, in the opinion of the assessor, should be revalued or re. * agsessed for purposes of taxation, or the revaluation of which has been requested by the owner thereof or by the municipal autne:q\itie;s of the Municipality in which said property is located, or by any citizen of the Municipality. Where the same person owns taxaple property in more than one assessment listrict. TaxABLE PERSON To MAKE RETURNS. The assessor may deliver such blank schednle or schedules, to which may be attached such interrogatories as he deems necessary in order to secure dis- covery of taxable property and its value, to any taxable persons in his assessment distriet, or to any adult member of his household or business establishment, and require said taxable person so issue and make the proper receipt for such sche- dule and return the same to him, proper- \y filled out, within a period not to ex- ceed ten days, and it shail be the duty of said taxable person to make upon said schedule or schedules, a complete re- turn and full valuation of all the real and petrsonal properiy owned, held o- possessed by nim and liable to taxation, and reifurn the same to said assessor within the period of time hereinbetore appointed. Every partnership, concern, trustee, administrator, guardian, agent and every person having any mznner of title, either legal or equitable, or having possession cf, holding or claiming in any manner anything required to be returned in said form or scheduie shalli be held subject to the provisions of this Ordi- pance and shall be required to make return upon said schedule as herein provided. Whenever propertv is owned, held or possessed by more than one per- son as administrator, executor, trustee or in any other fiduciary or représent- ative capacity, any one of them may make the oath required by section 27 of this Ordinance, and every schedule of copart- nership property shall be sworn to by at least one member of the copartnership. The assessor, however, shall not be bound in any manner by the list of pro- perty or the value placed thereon as thusreturned by a tax payer, but shall proceed upon the iniormation thereby obtained, and such other information as he may be able to obtain, to assess the property at its actual value, without looking to a forced sale, according to his best information and belief. : (To be continued.) It is evident that, I inadvertently entered the Lion’s den, and have trodden upon the toes of a cub; yet my position being a right one, I must not be deterred by the growl of one of an 2ngry few who willi justify his posi- tion by worn-out hobbys of an untenable other side of the question; or by low innuendoes, in connection with which, gross ignorance of things natural and economic in other lands is fully manifest.
