re ACT NO.58'7 2 BILL 20 = 0110 TWENTIETH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 1993 To honor and commend Captain Loredon Lawrence Boynes, Sr., for his accomplishments and to name the Cruz Bay Dock the a, WHEREAS, lLoredon Lawrence Boynes, Sr., was born _in Cruz Bay, St. John to Thomas Alfred Boynes and Geraldine Sprauve Boynes in the year 1919; and WHEREAS, Loredon Boynes, Sr., attended the Bethany School, where he was well known due to his well-rounded athletic prowess in such sports as rounders, volleyball, softball and cricket. Moreover, because his love for sports did not wane in his adult years, Loredon Boynes, who was trained by Guy Benjamin, joined St. John sports teams which were successful in many regional tournaments; ‘and WHEREAS, as a member of the "West Rovers", Loredon Boynes, Sr., and his teammates became the best cricket team in the Virgin Islands; and WHEREAS, Loredon Boynes is an accomplished, self taught tenor banjo and saxophone player; and WHEREAS, in 1945, Loredon Boynes was drafted in the United States Army where he and other fellow Virgin Islanders in his battalion formed a band of fourteen players, whose members included Governor Alexander A. Farrelly, Will Tolland, Paga Finch and Julien Andrews; and WHEREAS, as a young man, Loredon Boynes, affectionately referred to as "Captain Boynes", worked for a deep sea fishing company that took him on regular trips to Anegada where he would meet with his musician friends and "Jam" the nights away; and WHEREAS, Captain Boynes, whose family was brought up on the seas, acknowledged that there has siwaye been a boat in his life, and piloted many Puerto Rican boats before obtaining his captain’s license thus becoming a full fledged "official" captain; and 2 WHEREAS, Mr. Boynes subsequently obtained employment with Lawrence D. Rockefeller; and WHEREAS, Loredon Boynes' captained boats for the National Park Service, where he served as a Park Ranger, and for the Virgin Islands Government, for which he ran a ferry boat between St. Thomas, St. John and Tortola; and WHEREAS, in 1964, lLoredon Boynes Sr., along with Victor Sewer, decided to become entrepreneurs, formed their own company and purchased their first boat, the Jolly Roger; and WHEREAS, Captain Boynes is the proud father of six children, two of whom he has successfully trained to become captains, and has twelve grandchildren and six great grandchildren; and WHEREAS, after having owned and piloted the Caribe Sunrise for twenty-five years, Captain Boynes sold the boat and boasts that his favorite vessel is now the Caribe Time; and WHEREAS, in 1973, Captain Boynes, along with his son, Loredon, Jr., James Penn, Roy Sprauve, Liston Sprauve and a navigator from Mississippi, were aboard the Nicole Robin which was headed back to the Virgin Islands from New Orleans by way of a shortcut when they piloted directly into the hands of a Cuban gunboat, were imprisoned and were released only after eighteen long and scary days of solitary confinement following the intervention of the federal and local governments; and WHEREAS, Captain Boynes truly loves and respects his native homeland, and serves as a proud role model and pioneer native businessman to many young men and women in the Virgin Islands community; Now, Therefore, BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. The Legislature of the Virgin Islands hereby honors and commends Loredon Lawrence Boynes, Sr., for his accomplishments and service to the people of the Virgin Islands. SECTION 2. The Cruz Bay Dock on the island of St. John is hereby renamed the "Loredon Lawrence Boynes, Sr., Dock". SECTION 3. The Virgin Islands Port Authority is authorized and directed to place an appropriate sign on or near the dock, designating it as the "Loredon Lawrence Boynes, Sr., Dock", SECTION 4. A perma plaque copy of this Act shall be presented to Loredon Lawrence Boynes, Sr., by the President 3 of the Legislature, or his designee, at an appropriate ceremony held for that purpose. Thus passed by the Legislature of the Virgin Islands on June 28, 1993.
