Joseph Stadium Project Dear Mr. Wessel, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at an upcoming oversight hearing scheduled for Friday, February 20, 2026, at 1:00 PM, at the Frits E. Lawaetz Legislative Chamber on St. Croix. This hearing will assess the current status of construction at the Paul E. Joseph Stadium. The Committee seeks transparency regarding project delays, contractor deliverables, and coordination with government agencies, following the project’s failure to meet its pledged completion target of December 2025. Given your leadership role with GEC, LLC / Coastal Systems USVI, your testimony should address the following: • A comprehensive update on construction status and milestones achieved to date • Identification of remaining construction phases and updated completion estimates • Status of all current or pending change orders, including associated cost impacts • Summary of schedule variances and reasons for project delays • Updates on contractor staffing and workforce availability • Material or supply chain issues affecting progress • Site safety compliance and inspection results • Coordination efforts with DPW, DPP, DSPR, and ODR to resolve outstanding issues • Anticipated risks to final completion and recommendations to expedite delivery We kindly request that you submit written testimony and any supporting documentation no later than Wednesday, February 18, 2026, to ensure inclusion in the official hearing record.
