Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Virgin Islands Energy 4 Crisis Relief Act’’. 5 SEC. 2. HIGH ENERGY COSTS ASSISTANCE. 6 Section 19 of the Rural Electrification Act of 1936 7 (7 U.S.C. 918a) is amended by adding at the end the fol- 8 lowing: 9 VerDate Mar 15 2010 22:38 Dec 04, 2012 Jkt 029200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6631.IH H6631 tkelley on DSK3SPTVN1PROD with 2 •HR 6631 IH ‘‘(c) HIGH ENERGY COST GRANT TO THE WATER 1 AND POWER AUTHORITY OF THE UNITED STATES VIRGIN 2 ISLANDS.— 3 ‘‘(1) IN GENERAL.—The Secretary, acting 4 through the Rural Utilities Service, shall make a 5 grant in an amount equal to $100,000,000 to the 6 Water and Power Authority of the United States 7 Virgin Islands under subection (a)(1) if that entity 8 applies for, and is eligible for, such a grant. 9 ‘‘(2) APPROPRIATION.— 10 ‘‘(A) IN GENERAL.—Out of any funds in 11 the Treasury of the United States not otherwise 12 appropriated, there are appropriated for fiscal 13 year 2013 such sums as may be necessary for 14 the grant provided for in paragraph (1), in ad- 15 dition to any other appropriated funds that may 16 be used for the grant. 17 ‘‘(B) AVAILABILITY.—Amounts made 18 available under subparagraph (A) shall remain 19 available through fiscal year 2015. 20 ‘‘(d) TERRITORIES INCLUDED.—In this section, the 21 term ‘State’ includes Territory.’’. 22 SEC. 3. ECONOMIC ADJUSTMENT ASSISTANCE. 23 (a) IN GENERAL.—The Secretary of Commerce is au- 24 thorized to make grants under section 209 of the Public 25 VerDate Mar 15 2010 22:38 Dec 04, 2012 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6631.IH H6631 tkelley on DSK3SPTVN1PROD with 3 •HR 6631 IH Works and Economic Development Act of 1965 (42 1 U.S.C. 3199) to the Virgin Islands Water and Power Au- 2 thority for programs and activities to convert base power 3 production in the Virgin Islands from fuel oil to liquefied 4 natural gas or liquefied petroleum gas. 5 (b) AUTHORIZATION OF APPROPRIATIONS.—There is 6 authorized to be appropriated to carry out this section a 7 total of $15,000,000 for fiscal years 2013 through 2017. 8 SEC. 4.
