A., who is head of the Judiciary of said Islands, has informed me that there is a vacancy in the office of Clerk of IFrederiksted Police Court, and he has instructed me to make it known that in the very near future it is his purpose to employ a competent per- son to fill that vacancy All persons desiring to make applica- tions for that position will file the same with the Police Judge, and notice will be ¢iven as to what time the Judge of the Distriet Court, will see such applicants together with the Police Judge, and make an appointment. Geneova, Sept. 25:h.—That speed is the guiding principlein the League of Na- tions determination to have its eovenant subjec ed to juridical interpretation, was evinced tonight by the fact that the special committee of leesl experts had already framed its preliminary reyort, This examination was decided upon b - cause of Italy’s refusal to adm t the con - petence of the eovenant with respect to her recent dispute with Grerce. The experts reported that thev had drawn up five questions. These have not been made publie, but it is understood that three of them directly concern the League’s competency. The permanent members are elected yearly, as the amendment that on'y two should go cut every yeur was never ratified. Both Poland and Czecho-Slavakia are ecarapaigning for seats on the Council, and it is generally expected jthat M. Benes:, of Czecho Slavakia, wil! be elected.
