Pursuant to Federal Communications Commission (FCC) regulations, states and territories must annually certify that Eligible Telecommunications Carriers (ETCs) are using Universal Service Fund (USF) support appropriately. This certification, required by October 1 each year, confirms that federal funds are applied solely for their intended purpose: improving and maintaining essential communications services in high-cost and underserved areas. Failure to submit certification would result in the daily loss of federal support for local ETCs, potentially affecting service continuity for Virgin Islands residents and businesses. To support this process, the PSC retained Vantage Point Solutions, a consulting firm, to review ETC compliance with federal program requirements. The review included: • Analysis of each provider’s USF disbursements and program participation • Examination of relevant FCC orders and regulations • Direct discussions with PSC staff and company representatives • Submission of discovery and data requests to ensure comprehensive evaluation Following this thorough review, the PSC confirmed that companies, including Broadband VI, Liberty Mobile, and VITELCO, have complied with FCC guidelines and are properly utilizing USF support. Certification of these providers ensures they remain eligible for federal funding, safeguarding continued investment in the Virgin Islands’ broadband and mobile infrastructure. All Commissioners were in attendance for the meeting. Both Ex-officio members were absent.
