The House -f Commons this eveniny adopted all the budget resolutions. In the course of the debate, free trade members tried hard to get the Govt. tn remove the war duties of seven pence on tea and the one third advalorem duty on motor cars. clocks, watches, and musiecal in- struments. The ground taken by the free traders was that the duties were imposed in order to effect econymy in tonnage and discourage spending money for luxuries and that this no longer was necessary. The Govt resisted all the appeals, contending there was urgent for revenue and that it still was ad- visable to pravent expendiiures for luxuries. All amendments proposing the ramoval of the duties were rejected. San Juan, May 3rd. —The Loss in the Puerta-De-Tierra fire on Sunday morn- ing is estimated at over a million dol- lars. f.ondon, May 2nd.—Germany will have until May 12th. to accept the ul- timstum of the Allies respecting pay- ment of reparations and guarantees, binding her to fulfil her obligations, otherwise the Ruhr district will be oc- cupied by Allied troops. The Supreme Council today decid d upon such action to be taken against Germany, should she fail to accept, but a decision was not reached on the nature of the g¢uaran- tees she will be required to give. The preamble of the agreement will argue that Germary, having failed to fulfil the treaty of Versailles with respect to re- parations, disarmament and punishment of the war criminals, and having vio- jated various other articles of the trea- ty, which will be cited by number, the Allied governments have decided to oc- cupy the Ruhr. In this event, British and Belgian forces on the Rhine will join with the French in their march in- to the district. Orders for the mobili- zation of the class J1919 were despatched to Paris tonight. A }joint Anglo-French naval council has been called to meet ir London tomorrow, in which Admiral Beatty for the British, and Admiral Grassie for the French will participate The French Admiral was summoned to London tonight. The reparations eom- No 102. mission will notify Germany within four days of the sums payable, and the con- ditions of payment. Germanv’s reply must be aceeptable without reservations or discussion. If such affirmative reply is not received by the evening of 12th. May the occupation will begin without fur- ther noticed. The questions of guaran- tees is a perplexing one. The council was engaged for four hours in tring to harmonize the views onthe precise form of guaranteesjwhich will irclude the es- tablishment of a commission of debt on the same general lines as the Turkish control. This commission will be charged with observation of the German reve- nues. The Allies will also ask for par ticipation in the profits of German in- dustry. The results of today’s meeting are regarded by the French delegates as measnrably satisfactory. They would rather have occupied the Ruhr, and then informed Germany of the Allies minimum requiremients, but in deference to Mr. Lloyd George’s conviction that British pubiic opinion would not willingly sup- port occupation until Germany has been given another chance, M. Briand yiel- ded the point to which the French people an1 Parliament attach great importance.
