At its June meeting, the PSC voted to reduce the Virgin Islands Water and Power Authority’s (WAPA) Electric Levelized Energy Adjustment Clause (ELEAC) rate from 22.22 cents to 17 cents per kilowatt-hour—the first change since March 2022. The Commission also directed WAPA to address several critical operational issues. On June 17, 2025, WAPA filed a Petition for Reconsideration of the PSC’s decision. …

At its June meeting, the PSC voted to reduce the Virgin Islands Water and Power Authority’s (WAPA) Electric Levelized Energy Adjustment Clause (ELEAC) rate from 22.22 cents to 17 cents per kilowatt-hour—the first change since March 2022. The Commission also directed WAPA to address several critical operational issues. On June 17, 2025, WAPA filed a Petition for Reconsideration of the PSC’s decision. Under Virgin Islands law, the filing automatically stays the rate change, meaning the reduced rate that was scheduled to take effect on July 1, 2025, is postponed. The rate change will not go into effect unless the PSC denies the petition or reaffirms its original decision after reconsideration. At yesterday’s meeting, the Commission unanimously voted to grant the petition for reconsideration. WAPA and PSC staff will now coordinate a scheduling order to ensure both parties have adequate time to submit materials in advance of the Commission’s next meeting on August 12, 2025. Until a final decision is made, the existing ELEAC rate of 22.22 cents per kilowatt- hour remains in effect.
