It is more impor- tant tha— the mere dredging of the harbor .its:lf, because the committee has an opportunity to determine, or sugygest, what is best to do once the harbor i; dredged. I'he more dredging work will be of no benefit ro the island unless the gov- ‘ernment or orficials directly in controi of the harbor adopta poliey which will attract ships to this port and facili- tate their discharge and receipt of cargo. To adopt a policy without carrying it out will be futile. -Men interested in shipping assert that San Juan is fast geiting a name among steamship cap- %ains of being & port to be shunned. art of this doubtless is due to labor conditions, Other causes are the lack of docking facilities, and fees that are extremely high it not actually exeessive. Frequently ships are diverted from this port Decause they cannot get fuel here. Coaling facilities are inadequate .while the facilties for storing oil are so limited that it.is seldom possible to bun- " ker oil-burning ships heve. Every ship thit comes here for fuel is apt to want other: supplies. Supplies: costs money. Money spent here helps teward pros- perity. Every possible faciiity should be pro- vided which will attract ships to this port and when tney ave here they should be treated in away that their capiains will be glad to .ecome again. Stories could be related of sea captains captured by land pirates in this ort, and the sto- ries would rival thase of Cofraci. After every improvement has been provided, after the harbor is big enough to shelter all ships that want to come, after every nead of the ships is supplied the future of the port and to a very large degr.e the future f the island, depends on our desire to aftract business tc the port and our desire to deal fairly and with mutual profi.—Porto Rico Progress, Sept. 17th.
