President of the 36" Legislature, Capitol Building, St. Thomas, V.1. 00804. Dear Mr. President; My name is Roosevelt St. C. David. For approximately 20 years, | have been a licensed Consultant and Realtor, here in the U.S. Virgin Islands. Joining me, are Mr. Joseph Todd Donohoo, owner of Sweetgrass Valley Properties, L.L.C, and Ms. Mourela Cornelius, a Crucian, a trusted and competent Chief Financial Officer (CFO) of the company. Mr. Chair, | greet you and the rest of your colleagues with humility. Through his company, Mr. Donohoo has engaged me to present a rezoning request of property he owns at #5 Bakkero,St. Thomas, V.I., containing six parcels. This request is to move from R1 to R3, so he can build badly needed workforce housing, specifically to house contractors and other skilled workers to construct the Roy L Schneider Regional Hospital on this Island, Schools and other infrastructure projects, funded with Federal Dollars. Currently, there are some $20 billion plus dollars available for these purposes. God forbids that any disaster happens on the mainland, similar to what happened in Louisiana, some years ago, and the billions we have are re-allocated somewhere else? According to the late Addie Ottley, we would be up a creek, without a paddle. This would be a profound catastrophic act; A word to the wise is sufficient. The reconstructing of these very important facilities cannot be allowed to linger. Honorable senators, the greater public good is about to be served, and only you can make it happen. Virgin Islanders deserve to have top class healthcare services jike anyone else any part of the universe, and the longer we procrastinate and delay, the riskier it is for those of us, who may die, unless these healthcare needs are met, sooner rather than later. It is to be emphasized that once these federal dollars are spent on these mandated facilities, and that no local funds are being spent on these construction activities, then local funds can be used to bring the various health specialists that are absent now. Unfortunately, many people, who are suffering with many ailments, and would like to travel off istand for special care, they simply cannot afford it, so their pain and suffering prolong, month after month, year after year, and inevitably, they passed on to the great beyond. HOW SAD! What is conspicuously missing here, is housing availability. Capacity is woefully lacking. this is more than a housing shortage, it is a housing crisis, and law makers have an opportunity of a lifetime to fix it, and fix it now. Recently, there was a very controversial rezoning request on St. Croix, in the Beeston Hill area; lawmakers and other stakeholders collaborated, compromised and took action. Now, the housing stock on St. Croix is about to be increased. That is what leadership does. We cannot allow the perfect to be the enemy of the good. The greater good of the community takes precedent over and above any other interest. Rebuilding our schools must also take precedent over any other interest. Just like we are entitled to have first class state of the art healthcare facilities, we must also have state of the art educational facilities, so that the atmosphere of learning can be significantly enhanced, and our students can be equally prepared to compete with the rest of the universe. Lest we forget, there is another $6 billion in Federal funds to fix WAPA; people must be brought in; where are they going to stay? tam of the opinion, that wherever there is progress, the likely-hood exists that there would be some degree of impact,one way or the other, but through meaningful discussions, compromise and reasonableness, mitigation can bring positive results. Finally, Mr. Chair, | suggest all parties be brought together, so that the hurdles can be cleared, and the greater public good can be served. Mr. Donohoo has already invested some $12 million in this venture, and he and his company want the best for the Virgin Islands.
