REQUEST FOR PROPOSALS TO CONSTRUCT A GREEN SPACE PARK AT THE HAVENSIGHT MALL PROPOSAL REQUESTED The Government Employees’ Retirement System (also referred to as “GERS”) hereby solicits Proposals to provide construction services for the construction of a new green space park to be located at Parcel No. 4 Estate Thomas, St. Thomas, VI, commonly known as the Havensight Mall. GERS will accept and review Proposals and select one (1) contractor who shall enter into an Agreement with the GERS. In accordance with the GERS Procurement Policy, the successful contractor may be required to furnish a performance and payment bond of 100% of the contract price. Prospective proposers may email operations@usvigers.com to obtain a copy of the package for their review. The GERS shall convene a pre-proposal meeting and site visit on Friday, August 29, 2025, at 9:30 a.m. (AST). Interested contractors should meet at the White House (White Building), located across from Building 3 at Havensight Mall. Proposal packages must be submitted by email to operations@usvigers.com on or before 4:00 p.m. on Friday, September 19, 2025. All prospective contractors will be afforded a full opportunity to submit statements of qualifications in response to this request and will not be discriminated against on the grounds of race, religion, color, national origin, age, sex, or disability in consideration for an award of the Agreement entered into, pursuant to this notice.
