Response to Request for Information QUESTION #4: The hazardous materials used are as follows: Disposal No disposal necessary because only small amount of effluent. Flush with water after application into sewage drain. Same as "B" above Substance Storage A. Potassium Component of Hydro-Steam Hydroxide steam cleaning solution purchased in 55 gallon drums stored in the Motor Pool of the facility. B. Methylene Component of Zepresto Chloride and Selig Carbonator Cleaners purchased in 5 and 7 gallon bottles stored in the Motor Pool of the facility. C. Creosol Component of Zepresto Carbonator Cleaner purchased in 5 gallon bottles stored in the Motor Pool of the facility. D. Xylenols Component of Zepresto Carbonator Cleaner purchased in 5 gallon bottles stored in the Motor Pool of the facility. E. Phenol Component of Zepresto Carbonator Cleaner purchased in 5 gallon bottles stored in the Motor Pool of the facility. F. Cresylic Component of Selig Acid Carbonator Cleaner purchased in 7 gallon bottles stored in the Motor Pool of the facility. The Virgin Islands Housing Authority is currently searching for documentation which relates to this question. QUESTION 85: From November of 1982 when the Motor Pool became operational to November 16, 1989, all used motor oil was stored in 55 gallon metal drums. In November 16, 1989, approximately 10 to 12 drums of used oil were removed by Safety-Kleen Envirosystems Company at the request of the V.I. Department of Planning and Natural Resources. This disposal process and analysis of disposed materials were supervised by the following individuals: Mr. Leonard 6. Reed Assistant Director Environmental Protection Division Department of Planning and Natural Resources Nisky Center, Suit 231 St. Thomas, V.I. 00802 (809) 774-3320 Other contact Safety-Kleen Envirosystems Company P.O. Box 1098 Manati, P.R. 00701 (809) 854-1090 QUESTION #6: There are no oil/water separators. However, there is an underground storage tank which was located on the facility when VIHA obtained ownership on November 28, 1978 by Deed of Marshal. Upon purchasing of the facilities, VIHA found that the underground storage tank was already filed to its capacity by Tropical Motors, the previous occupant, and as such was never used by VIHA. No diagrams or drawings were received from the previous owner nor does VIHA have any information as to the size, actual location and contents of the underground storage tank. The contents of the underground storage tank were also removed by the Safety-Kleen Envirosystem Company on November 16, 1989. See answer number five (5). In addition to Safety-Kleen Envirosystem Company, the following person may have information pertaining to this question. Response to Request for Information Mr. Joseph F. Sanson No. 14 Tracy Way Cowpet Bay East St. Thomas, V.I. 00802 QUESTION #7: No, Because the inlet pipe leading to the underground storage tank was capped from the time VIHA purchased the facility until November 16, 1989 when all the contents were removed. QUESTION #8: QUESTION #9: QUESTION #10: QUESTION #11: QUESTION #12: Not Applicable VIHA does not use any of the hazardous substances listed and does not know of any means by which any such substances could enter the unit identified in answer number six (6) . No, but see previous reference to Leonard Reed and Safety-Kleen Envirosystem Company. As previously described in answer number six (6) , the underground storage tank was completely emptied by Safety-Kleen Envirosystem Company of November 16, 1989. VIHA has no information as to the removal process. Please refer to answers five (5) and six (6). QUESTION #13: (A) Names Tropical Motors Joseph Sanson (B) Address Unknown No. 14 Tracy Way Cowpet Bay East St. Thomas, VI 00802 To the best of VlHA's knowledge, Tropical Motors is no longer in business. QUESTION #14: There are small areas of stained soil caused by inoperable water trucks located approximately 40 feet West of the Motor Pool facility around the mechanic shed. VIHA has plans to construct a concrete apron around the mechanic shed to prevent any seepage into the soil. Response to Request for Information QUESTION #15: Used oil is drained directly from the vehicle to a three to four gallon container which has a long funnel attached. This container is then emptied into a 55 gallon metal drum which is stored on wooden pallets on gaveled covered soil. I he remaining sampled Generators were not serviced because their signed agreements were not available in DPNK at the collection time.
